Have you ever met a saint?

I've actually met a saint. In the flesh.

Of course, the Christian Church has used the term "saint" in a number of different ways over the years, and popular culture has added a few more interpretations as well.

In the early Church, the term "saint" included every believer. Eventually the Church took to designating (usually after death) those of the saints whose lives had demonstrated particular sanctity, and over time the term "saint" was applied to those people. At first, this designation was based on popular acclamation, often accompanied by claims of miracles. By the middle ages, the Church found it necessarily to establish a process to discern which of the departed were actually entitled to be recognized as saints.

With the English Reformation, the Church of England moved away from the cult of saints. Some would argue that Anglicans have no process to canonize saints since then - and certainly there is no process to parallel that of our Roman brothers and sisters.

Yet when the Church of England added to the ecclesiastical calendar a remembrance of King Charles I and the anniversary of his execution, it would be very hard to say that they did not, thereby, canonize him. Indeed, in places about the Communion there have been parish churches dedicated to St. Charles, King and Martyr.

Since then, many Provinces of the Anglican Communion have added other names to their liturgical calendars. While we have not generally taken to calling such folk "Saint Samuel Seabury" or "Saint Charles Inglis," we have allowed for them to be commemorated in the liturgies of the Church in a manner consistent with the practice of a much earlier time.

The usual practice in Church history has been to comemorate saints on the anniversary of their deaths. Certainly this made sense with the martyrs, but it was the fairly consistent practice in the vast majority of cases for all saints, martyrs or not.

When Florence Li Tim-Oi was added to the calendar of the Anglican Church of Canada, we followed this ancient practice, establishing her commemoration on February 26. By contrast, our brothers and sisters in the Episcopal Church appointed January 24, the anniversary of her barrier-breaking ordination as a priest in the Diocese of Hong Kong in 1944. Were it not for the timely blogging of my friends Jim and Elizabeth, I'd've missed this anniversary entirely.

The Canadian resource For All the Saints tells the story of Florence Li Tim-Oi. Here is the essential bit:

[Li] was made deacon in 1941, and was given charge of the Anglican congregation in the Portuguese colony of Macao, thronged with refugees from war-torn China. When a priest could no longer travel from Japanese-occupied territory to preside for her at the eucharist, the Bishop of Hong Kong asked her to meet him in Free China, where on January 25, 1944 he ordained her “a priest in the Church of God.”

To defuse controversy, in 1946 she surrendered her priest’s license, but not her Holy Orders, the knowledge of which carried her through Maoist persecution. For the next 39 years, she served faithfully under very difficult circumstances, particularly after the Communists took over mainland China.

In 1983, arrangements were made for her to come to Canada, where she was appointed as an honorary assistant at St. John’s Chinese congregation and St.Matthew’s parish in Toronto. The Anglican Church of Canada had by this time approved the ordination of women to the priesthood, and in 1984, the 40th anniversary of her ordination, Ms. Li was, with great joy and thanksgiving, reinstated as a priest. This event was celebrated not only in Canada but also at Westminster Abbey and at Sheffield in England, even though the Church of England had not yet approved the ordination of women.

From that date until her death in 1992, she exercised her priesthood with such faithfulness and quiet dignity that she won tremendous respect for herself and increasing support for other women seeking ordination.

When I was a divinity student at Trinity College, Toronto, Florence Li Tim-Oi would frequently attend weekday services in the chapel. She didn't usually wear clericals, and nobody seemed to make any sort of fuss over her. As far as I knew, she was just this nice little old Chinese lady who came to chapel sometimes. For the longest time, I had no idea that this tiny woman had lived out so heroic a witness to the power of the Gospel.

But isn't that really what makes the heroic sanctity of the saints so very special? They don't necessarily look heroic. As God said to Samuel as he inspected the sons of Jesse:

Do not look on his appearance or on the height of his stature, because I have rejected him; for the Lorddoes not see as mortals see; they look on the outward appearance, but the Lord looks on the heart.
Clearly, God saw in Florence Li-Tim-Oi a mighty heart, able to witness to his grace in the midst of great difficulty. And it is my honour to have come to the altar with this great hero of the faith.

Loving God, giver of all good gifts,

fill us with your grace,

that we, like your servant Li Tim-Oi,

first woman to be ordained an Anglican priest,

may entrust you with our destiny.

May we, with her same forbearance in the face of adversity,

witness to you in all things;

through Jesus Christ,

who lives and reigns with you and the Holy Spirit,

one God, now and forever.

Amen.

NDP Leadership Rankings

Canada's New Democrats will be electing a new leader next March in Toronto. With the death of Jack Layton, who led the party to unprecedented heights, New Democrats are anxious to elect a candidate who can both consolidate the gains from the last election, particularly in Quebec, as well as increase the party's strength in the rest of Canada.

There are eight candidates for the leadership:

Manitoba MP Niki Ashton
British Columbia MP Nathan Cullen
Ontario MP Paul Dewar
Quebec MP Thomas Mulcair
Ontario MP Peggy Nash
Quebec MP Romeo Saganash
Nova Scotia business owner Martin Singh
Former party president Brian Topp

Despite a lot of posturing, no one really has a good read on the state of the race. What little public opinion research there has been has polled party supporters, not party members. With a high undecided, the interpretation of most reasonable analysts has been that the data to date primarily reflects Thomas Mulcair's broader name recognition.

Members will be able to vote in three ways:

live, ballot by ballot at the convention
live, ballot by ballot online from wherever they are
in advance, using a preferential ballot.

From lowest to highest, here is my take on the race.

Three way tie for last

For better or for worse, there are three candidates I am simply not prepared to support.

Canada is a bilingual country, and as of May 2 of this year, almost 60 percent of NDP seats are from Quebec. While New Democrats might have been able to spare a potential leader time to work on his French in previous leadership contests, that is simply not an option in 2012.

With the departure of Robert Chisholm (who would have been a very strong candidate except for his lack of French), all of the remaining candidates do speak French to some degree or another. Many supporters of Ottawa MP Paul Dewar would argue that his French is "good enough and improving."

I'm not convinced that "good enough to go on holiday in Quebec City" or "good enough to order poutine in Alma" is quite the standard. I think the new leader needs to be up to an appearance on Tout le monde en parle the day after the leadership vote.

Now my limited French is not sufficient to judge. But the punditocracy and the commentariat have been pretty clear in the assessment of six out of eight candidates on this score.

Four candidates are consistently reported as meeting that test: Ashton, Mulcair, Saganash and Topp.

Two have mixed reports: Nash (with most commentary saying she passes) and Cullen (about even).

Two are consistently described as not being good enough in French: Dewar and Singh.

So for me, Dewar and Singh are off the list. Barring a mass of media coverage of Dewar's or Singh's miraculous social democratic glossolalia, I will not be voting for them.

The mixed reports on Cullen's French might well have been enough to put him into this same category. However, even if it turns out his French is better than Voltaire's, Nathan Cullen will be languishing at the bottom of my list based on his proposal to have New Democrats help rebuild the Liberal Party. Okay, I know that's not what he says his "joint nomination" plan is about. But that's what his joint nomination plan will accomplish. It'll rebuild the right wing Liberal Party and it will do nothing to defeat the Harper Conservatives.

Fifth

Originally, Nash was running third for me. But over the past weeks there have been more and more reports of wooden performance and difficulty connecting with crowds. I'm hearing more and more concern from members and activists about Nash's approach representing a return to the days before the cultural change Jack Layton brough to the party.

But what moved Nash right down to the bottom of the list (at least the list of those I'm still prepared to vote for) were a series of reports of very hamfisted comments which demonstrated that she is limited in her capacity to understand issues as they play outside of urban central Canada. In particular were reliable reports from an event in Calgary where, in answer to a question about rebuilding the NDP on the Prairies, she started by saying she'd bring back the long gun registry.

Now the registry is a complicated issue, and it certainly plays much differently in Nash's downtown Toronto riding than it does across the Prairies. The registry had broad public support in urban central Canada, but was a flashpoint of anger for many in the rural west. As Brian Topp observed several years ago, when someone in Toronto thinks about guns, they think about gangs and crime, while someone in small town Saskatchewan thinks of grandpa and duck hunting.

Frankly, I can't quite fathom why anyone discussing the rebuilding of the NDP in western Canada would bring up the long gun registry at all. The demise of the Liberals' badly flawed instrument presents us with an opportunity to approach the issue of firearms regulation in a way that doesn't ape the wedge politics of either the Liberals and the Conservatives. But to lead with the baldly stated determination to bring back the Liberal registry largely unchanged is beyond bizarre. I gather that several people - including several who actually support the reintroduction of a registry - walked away from the event wondering about Peggy Nash's political instincts.

For the moment, Nash remains at number five. She could move back up from there. Or she could join Cullen, Dewar and Singh at the bottom.

Fourth

Brian Topp has actually moved up - though principally because Peggy Nash has moved down.
Despite a political resume that extends back to the 1980s, Topp has never sought public office. His strengths as a strategist are broadly acknowledged and have steadily improved over time. He is clearly and unequivocally the establishment candidate, with endorsements from a number of party grandees.

Born in Quebec into a bicultural family, Topp has worked for politicians from across Canada, including several years as a senior staffer with Saskatchewan Premier Roy Romanow and has strong connections to BCNDP leader Adrian Dix. He was a key negotiator in the unsuccessful attempt to form a Liberal - NDP coalition government in 2008 - 2009.

Rumours of a Topp candidacy began floating in the media before Jack Layton's funeral which created significant blowback among the chattering classes. Perceptions that Topp's people were behind a whisper campaign targeting Thomas Mulcair added to the sense of unease.

Topp has certainly tried to liven up the race with some direct criticisms of other candidates. Unfortunately for Topp, his limited retail political experience comes out in his wooden and occasionally painful platform performance. His attempts to position himself as the defender of the party's leftist tradition rings a little false given his years in the pragmatic and ideologically light Romanow ministry.

Third

Widely assumed to be the heir apparent prior to Jack Layton's death, Thomas Mulcair has been thriving in the oddly fitting role of the underdog. Like Topp, a bicultural Quebecker, Mulcair has far and away the longest and most impressive electoral resume in the race.

Although he apparently first joined the NDP in the 1970s, most of Mulcair's life in electoral politics has been spent in Quebec. With no provincial NDP, and with politics functioning on a federalist / souvereigniste axis instead of the usual left / right axis, Mulcair was a member of the Quebec Liberal Party, a fact his critics bring up with startling frequency. Mulcair resigned from the Jean Charest Cabinet over an environmental dispute, gaining something of a hero status in some quarters.

Despite having been courted by every federal party, Mulcair shocked the Quebec political class by choosing to run for the NDP in the Outremont byelection in 2007. At the time, the NDP were languishing in the single digits in Quebec, having only elected one Quebec MP ever, and that nearly two decades earlier.

Mulcair was a large part of the public face of the NDP in Quebec during last year's election. He'd had a leading role in candidate recruitment and political development for the party in Quebec. But the scale of the Orange Surge that saw the NDP win 59 of 75 Quebec seats caught even Mulcair by surprise. After the election, he was forced to spend significant time helping new MPs, particularly the poteaux who'd never been expected to win, adjust to the challenges of a suddenly public life.

The need for the party to consolidate the gains in Quebec is the strongest and most compelling part of the Mulcair narrative. He has the support of nearly half the existing Quebec caucus. The question for Mulcair is how much suport he can build outside Quebec, particularly since the Quebec membership is relatively small as a proportion of the overall membership.

Second

Romeo Saganash has a story that makes the adjective Lincolnesque seem entirely inadequate. Born to a family of trappers, he was removed from his culture into the last days of the residential school system. He became a leader among his people and successfully negotiated treaty.

Yet somehow the media and the chattering classes refuse to look on Saganash as a credible candidate. He's referred to this pretty overtly himself in a viral tweet:

Learn four languages, negotiate treaties, defend rights, become an MP.Still get asked if you're a 'serious' candidate. #nativeguyproblems

Sadly, I think the general dismissal of Saganash as a serious candidate is rooted in endemic racism. It's not an overt, "we'd never vote for an Indian" kind of racism. But we live in a society where the qualities of leadership are defined by a dominant culture - and as someone who is apart from that dominant culture, Saganash doesn't fit the picture most of us have in our mind when we think of leadership.

Now, I think Nash and Ashton face similar challenges due to the patriarchal cultural norms. But I think (conceding upfront this is a highly debatable point) that Canadian progressives have more experience identifying and compensating for endemic sexism than endemic racism.

First

I have to admit that I first gravitated towards Niki Ashton because that's where the people I'd worked most closely with seemed to be going. But as I watched, I became convinced of Niki's strengths in her own right.

Ashton's career in electoral politics began with a nomination challenge against a sitting NDP MP who had refused to support equal marriage. In rural Manitoba, her first political act was to stand up for LGBTQ rights.

She was successful in denying Bev Desjarlais the nomination, but when Desjarlais ran as an independent, the reulting vote split saw Ashton coming second to a Liberal star candidate, North of 60 actress Tina Keeper. But Ashton was back in the subsequent election to retake Churchill for the NDP.

Fluent in Greek (her first language), English, French and Spanish, Ashton also speaks some Mandarin, Russian, Ukrainian and Turkish, and is currently working on learning Cree and Michif. A university lecturer prior to her election to Parliament, Ashton has been working on her doctorate while serving as an MP.

She's a fierce advocate for her constituents. One of her signature issues has been a fight against a Brazilian multinational, Vale, which is trying to shut down nickel smelter and refinery operations in Ashton's hometown of Thompson. As part of that struggle, she managed to get film maker Michael Moore to produce a documentary about Vale's assault on Thompson's economy. She's also made a splash defending the soon to be dismantled Canadian Wheat Board and the jobs in the Port of Churchill that could disappear along with it.

Unlike many in the NDP, Ashton clearly understands that winning a federal election isn't just about winning over discouraged Liberals, but about taking the fight to the Conservatives and winning away Conservative held ridings. She understands that the historical path to majority government in Canada has been to win Quebec and the West - and she knows how to win in the West.

And besides, Nίκη is Greek for victory.

Abu el Banat

Apparently there is an Arab saying about Abu el Banat, one who is a father of daughters. It implies a certain sympathy for any man who has had one or (especially) more than one daughter.

Well, I'll admit (and I'm sure she'd admit) that there were times when we both challenged the heck out of each other, my daughter and I.

But here's the thing about being a very blessed father of a daughter: One day, you look over and see that she has become everything you could ever have hoped she'd be, and so much more.

My daughter has become a mature and intelligent young woman, a lovng mother, a son-to-be certified labout doula. And, as befits a person whose parents are both accredited professional communicators, Julian is an articulate and pesuasive writer.

And this morning, she did her first ever media interview.

I mean as an interviewee. That, after all, is the hard part. (Standing by for pushback from my media friends.)

Julian has started an online community for people who want to do simple things to live in a more environmentally conscious way. And like a good mass communicator, she's on the interweb, the Facebook and the Twitter.

And here's where you can go to listen to my brilliant daughter being interviewed on the most listened to radio morning show in Saskatchewan.

I'll have to admit, though, that my favourite part was when she talked about her dad promoting her idea all over Facebook and Twitter.

The traditional Simple Massing Priest Christmas Story.

The title isn't quite so allegorical as you think. We actually spent about ten minutes before the Christmas Eve service desperately seeking the Baby Jesus for the main creche at the parish where I serve as interim priest.

It is actually a very interesting creche, set up inside the altar itself. A simple wooden chevron suggests the stable, while the remaining figures stand on black satin.It was already in place on Sunday last. Actually in the Sunday before last as we compromised the calendar in the interest of the children's pageant. But Sunday last the creche had only its minimalist roof, one ox and one ass.

Mary and Joseph were not far away - standing on the altar pavement - but they hadn't arrived yet.

The shepherds weren't there yet either, out tending their sheep on the edge of the pulpit.

And the magi were in the middle of the aisle at the back of the church, still some ways away.

Tonight, Mary and Joseph, and after some panicked moments, the Baby Jesus, were all installed in their places. The shepherds were "summoned to his stable" during the gradual hymn. And the magi were now half way up the aisle - accompanied by a helpful "Mind the Camels" sign prepared by my good wife.

It was a good celebration in a community which seems increasingly hopeful and future oriented. And generally united. There is no parish on earth that doesn't have some divisions and tensions. But this little parish seem quite determined to be a family together.

We found Jesus tonight at St. James - literally, allegorically and eucharistically. We all came to the same table, together. That is where we belong in worship - at the same table, together.

An earlier - and far better - option for an Anglican Covenant

Tobias Haller, who blogs at In a Godward Direction, refers us to a far superior model for an Anglican Covenant - one which has the advantage of relative antiquity.

From the Encyclical Letter of the 1878 Lambeth Conference (Section 1.5)

There are certain principles of church order which, your Committee consider, ought to be distinctly recognised and set forth, as of great importance for the maintenance of union among the Churches of our Communion.

1. First, that the duly certified action of every national or particular Church, and of each ecclesiastical province (or diocese not included in a province), in the exercise of its own discipline, should be respected by all the other Churches, and by their individual members.

2. Secondly, that when a diocese, or territorial sphere of administration, has been constituted by the authority of any Church or province of this Communion within its own limits, no bishop or other clergyman of any other Church should exercise his functions within that diocese without the consent of the bishop thereof.

3. Thirdly, that no bishop should authorise to officiate in his diocese a clergyman coming from another Church or province, unless such clergyman present letters testimonial, countersigned by the bishop of the diocese from which he comes; such letters to be, as nearly as possible, in the form adopted by such Church or province in the case of the transfer of a clergyman from one diocese to another.

It's worth having a boo at Fr. Haller's further commentary. I will simply note that attempts at creating a centralized and authoritarian Anglican Communion go back a fair ways. Several Lambeth Conferences saw attempts to create an Anglican magisterium of one sort or another. We used to have the good sense to say a loud and clear "no."

Saying "something must be done" does not prove that something must be done.

There have been a lot of developments about the Anglican Covenant since last I posted about it. Conveniently, the No Anglican Covenant Coalition has just this week issued a news release summarizing recent events.

In the Church of England, four diocesan synods (Wakefield; St. Edmundsbury and Ipswich; Truro; Birmingham) have rejected the Covenant. Four others (Lichfield; Durham; Europe; Bristol) have approved it. In order to return to General Synod for final approval, the Covenant needs to be passed by 23 of the 44 dioceses - meaning that 22 rejections is enough to scuttle it in the Church of England. The Covenanters need another 19 approvals to carry the day, while the Covenantsceptics only need another 18 to stop it.
In the Anglican Church of Aotearoa, New Zealand and Polynesia, the Tikanga Maori rejected the Covenant at their biennial runanganui. Several Paheka dioceses have also rejected it. It is unlikely that the Covenant will be approved in New Zealand.
In the Episcopal Church of the Philippines, the House of Bishops have indicated an intention to reject the Covenant, making it virtually certain that it will not be approved.

One of the interesting snippets out of England is the emergence of a disturbing pattern. Bishops and diocesan officials in several dioceses have refused to allow the distribution of material critical of the Anglican Covenant to synod members. Of the eight dioceses that have voted on the Covenant, four allowed the distribution of balanced material and four did not. It will not take a rocket surgeon to figure out which four are which. The Coalition's episcopal patrons, John Saxbee and Peter Selby are actively encouraging their former colleagues to povide for a fair and honest debate in every diocese.

In the midst of this, the Archbishop of Canterbury has published his Advent Letter to the Anglican Primates. In an intellectual fiddle which should be an embarrassment to any current or former academic, the Archbishop's defence of his pet project makes less sense than Glenn Beck on acid.

His response to the concerns raised by the No Anglican Covenant Coalition and others is simply to declare:

"I do not see the Covenant in this light at all."

Seriously Rowan? Who do you think you are? John Cleese?

He eventually devolves to Margaret Thatcher's favourite justification for bad policies, the famous TINA - "There Is No Alternative."

"I continue to ask what alternatives there are if we want to agree on ways of limiting damage, managing conflict and facing with honesty the actual effects of greater disunity. In the absence of such alternatives, I must continue to commend the Covenant as strongly as I can to all who are considering its future."

TINA, of course, is predicated on the unasserted and unargued assumption that "something must be done."

There is tension within the Anglican Communion. Some people are very angry. Something must be done.

Really?

Well, let's consider another international Communion of churches to see how they have handled this very same presenting issue.

The Porvoo Communion recently had a consultation to discuss the theology and practice of marriage among the member churches. Some of the Porvoo churches permit the ordination of partnered GLBTQTS and some do not. Some of the Porvoo churches bless same-sex unions, some do not and a few actually solemnize same-sex marriages. Technically, the range of practice in the Porvoo Communion is actually broader than in the Anglican Communion, where no member church has formally approved same-sex marriages.

So, how does the Porvoo Communion deal with this diversity of belief and practice?

Well, here's what they said in their communique at the end of their recent consultation:

"The consultation made clear that differences over the introduction of same-sex marriage remain unresolved. It is clear that there are a variety of views and pastoral practices along a theological spectrum. Some believe same-sex marriage to be a legitimate development in the Christian tradition, whilst others see the potential for a serious departure from the received tradition. Nevertheless the consultation affirmed the benefits of 'belonging to one another'. The value of honest encounter and strengthened friendship provides a platform of sustained communication in the face of issues which raise dificulties for us."

So Porvoo can manage to muddle through without mechanisms to expel the outliers. No meaty Covenant need be introduced to discipline the dissenters. Porvoo simply acknowledges the disagreement and affirms the commitment to continue together.

The irony, of course, is that the Porvoo Communion is nothing other than the fellowship of Anglican and Lutheran churches in northern Europe.

So the same Church of England, under the leadership of the same Rowan Williams, manages to hold two completely contradictory opinions at the same time.

Well, your Grace, if it's good enough for Porvoo, it's good enough for me.

You want an alternative to your punative and exclusionary covenant? Well, here it is:

We, the member churches of the Anglican Communion, agree to meet together regularly and to engage each other in adult conversation.

We, the member churches of the Anglican Communion, acknowledge that we will not always agree.

We, the member chuches of the Anglican Communion, commit oursleves, in the face of disagreements, to love each other anyway, just as Jesus calls us to do.

An eventful 24+ hours.

Last night I attended my last training night as a member of HMCS QUEEN and Canada's Naval Reserve. I'm not quite released yet. I still have a release medical to attend to next week. After almost 25 years of service, it will take some adjustment.

Today marks the 27th anniversary of my ordination to the priesthood. Nearly half of that, of course, was spent on a sort of hiatus, but still. Archbishop Michael Peers had wanted to mark the day as Hugh of Lincoln (who has been moved in the new calendar to tomorrow, displacing Hilda of Whitby to the day later). I insisted on Margaret of Scotland in honour to my ancestry.

And today, I learned that an old friend was lost to the ravages of alcoholism. At one point, he had been sober for 13 or 14 years until he went out to do more research. Over the past few years, he kept trying to get back through the doors of Alcoholics Anonymous, but was never able to regain his footing. He died last night.

Somehow, the collect for the commemoration of St. Margaret of Scotland, Helper of the Poor seems to apply:

O God,

you gave to your servant Margaret

such faithfulness as Queen of Scotland

that she cared for the poor

and relieved the needs of those who lay in prison.

Grant us a like devotion,

whatever the service to which you call us,

that we may be agents of your justice

and true servants of your mercy;

through Jesus Christ our Lord,

who is alive and reigns with you and the Holy Spirit,

one God, now and for ever.

"I'll lay me down and bleed a while"

It was that sort of a night.

I've been in and around politics in this province for about 35 years. I've worked on winning campaigns and losing campaigns. But I've only been involved on the losing end of four routs - including the rout on Monday of this week.

This week's massive drubbing in Saskatchewan, however, was different from the other three. By the end of the 1982 campaign, we had concluded we might lose, but the scale of the loss was a complete surprise. The same with the Manitoba election of 1988 and the federal election of 1993. We knew there were problems, but no one expected a nine-member caucus in 1982, a fall to third place in Manitoba in 1988 or the loss of official party status federally in 1993.

On Monday, the Saskatchewan NDP actually exceeded my expectations. That gives me some solace that it could actually have been worse.

My other reaction is that this provides Saskatchewan New Democrats with a golden opportunity - if we are brave enough and smart enough to take it.

First, we need to have some understanding of what happened.

Monday night, Dwain Lingenfelter showed as much class as I have ever seen him show. He pointed to some of the party's failings in the lead up to and during the campaign. The he said, "It was my fault, not yours." Very classy.

Very classy, but not entirely accurate.

I won't deny that Dwain brought his own baggage to the race and that was no help. But the malaise affecting the Saskatchewan NDP runs far deeper than mere leadership. Indeed, one might argue that it was that very malaise that led us to choose the supposedly safe Link rather than the exciting but untested Ryan Meili or the passionate but less dynamic Yens Pedersen.

You see, the Saskatchewan NDP hasn't really renewed itself since the mid 1980s.

Sure, there was a party renewal process initiated in 2000, but that was effectively derailed by the resignation of Premier Roy Romanow as party leader and the race which elected Lorne Calvert. Leadership races, while they touch on ideas and ideology, are about organization, relationships, paying debts, currying favours and occasionally acting on ancient resentments and grievances. Leadership races renew the face of the party, but not its heart and soul.

The lack of real intellectual renewal meant that the NDP had no clear agenda. Having accomplished their first priority - the imposed priority of restoring fiscal stability to the government's books - the Romanow-Calvert ministry never figured out what to do next. They wandered aimlessly for a decade. Columnist Murray Mandryk claimed that the Calvert NDP lurched from crisis to crisis. He had it wrong - they lurched from panic to panic - until the voters finally put that government out of its misery.

The upshot of it all was that, by 1997, the Saskatchewan NDP no longer knew what it stood for - apart from winning elections and providing more or less competent government. Desirable though such may be, it is hardly a clarion call to a new generation of activists.

Similarly there was a policy renewal process launched after Dwain Lingenfelter's election as leader, chaired by MLA Cam Broten, but there was little intellectual vigour in the process. Essentially, it was a grand and semi-public platform committee.

The failure to renew - a failure more properly laid at the feet of Roy Romanow and Lorne Calvert than Dwain Lingenfelter - was only part of the problem however. The other part was a complete failure to recognize that anything was wrong.

When the Blakeney government was defeated in 1982, no one could miss that there was a problem. Reduced to their lowest popular vote in more than 40 years and to a caucus of nine (which became eight after a controvert and a lost byelection), no one could deny the party needed more than just minor repairs. By comparison, the 2007 loss was never seen to be as severe as it actually was. The popular vote was even lower than 1982 - now the lowest in almost 70 years. But the seat count was deceptively high at 20 MLAs.

The result was an almost delusional belief that the party's problems really weren't that severe. Root and branch renewal wasn't really necessary. A new leader and some organizational rejigging would be suficient. Dwain Lingenfelter seemed to have just the resume and just the personality to accomplish the tinkering that was needed - without that scary soul-searching that both Ryan Meili and Yens Pedersen seemed to be calling for. Link was safe - especially for the party apparatchiks who wanted their ministerial office jobs back.

In essense, the Saskatchewan NDP seemed to modelling itself after the federal Liberals. And not the successful federal Liberals of Laurier, King, St. Laurent and Trudeau, but the fossilized and feckless federal Liberals of Martin, Dion and Ignatieff.

So there is great opportunity in the results of Monday's election. With our lowest popular vote now in almost 75 years, no New Democrat can possibly deny that the party has a problem. The electorate, while costing the party some bright lights like Len Tayor and Frank Quennell, have also helped the party unload some underperforming placeholders. The apparatchiks who preferred the aimless status quo must now either adapt or depart. In the words of that old Scots ballad quoted by our iconic leader, Tommy Douglas, as he faced personal defeat:

"I am hurt, but I am not slain;

I'll lay me down and bleed a while;

and then I'll rise to fight again."

But if the NDP really wants to rise again, the next 12 to 24 months are critical.

First, the party council, in consultation with the caucus, needs to select an interim leader to serve for the next 18 to 24 months. It would be sheer madness for the party to start immediately on the process of electing a new permanent leader. I've discussed above why leadership races are not conducive to renewal. We've seen the evidence in our own experience over the last decade. We need a time of serious self-examination. A quick leadership campaign would be the party's death warrant.

Of the nine members of caucus, four are potential candidates for the permanent leadership (Broten, Chartier, McCall, Wotherspoon). Of the rest, one is a veteran MLA with no Cabinet experience (Vermette) and one has no legislative experience at all (Sproule).

That leaves three potential interim leaders: Buckley Belanger, David Forbes and John Nilson. Of these three, David Forbes seems to me the obvious choice. He is a stronger retail politician than John Nilson and unlike Buckley Belanger, he was not part of the misguided campaign to bring Dwain Lingenfelter home to lead the party.

Second, the council should appoint a small task force to run a series of consultations around the province. The task force should seek out members and former members, as well as civil society organizations, social movements, trade unionists, farm organizations - basically anyone who would be prepared to participate in the process. The idea is to have a wide ranging, serious and challenging conversation about what it means to be a social democrat in Saskatchewan in the 21st century.

Third, based on that process, the committee should produce a statement of principles for the party to adopt at a provincial convention in the latter part of 2012 - a sort of modern Regina Manifesto.

Finally, the campaign to elect a new leader should begin no sooner than the spring of 2013.

There's life in the old party yet, but the wrong decisions over the next few weeks will decide how viable the Saskatchewan NDP will be moving forward. My one request to the party executive and council: Don't screw it up.

Here is my online friend Alan Wilson, Bishop of Buckingham, talking (for himself and unofficially) about recent events at St. Paul's Cathedral in London.

The basic story is that the #OccupyLSX (London Stock Exchange) were prevented from occupying Paternoster Square (where the LSX actually is) and so ended up at St. Paul's Cathedral. When the police were about to run them off, the Canon Chancellor of the Cathedral, Giles Fraser, shooed the police instead. In response, the Dean and Chapter (ie, Giles's boss and colleagues) proceeded to have a week or more of hissy fits. Giles has resigned and the Dean and Chapter have managed to embarrass the bejeezly crap out of the Church of England. Or, as the Guardian tellingly put it:

This rather messy and absurd situation has handed the dean and chapter of St Paul's a truly historic opportunity to discredit Christianity in this country. They seem determined to take it.

In any event, here's Bishop Alan.

So, on Friday, the Saskatchewan Party candidate in Yorkton issued an apology for remarks made at an all candidates meeting some days previously. According to his own account:

"I don't remember my exact words, but I said something like, 'What I have been told by some of my First Nations friends is that sometimes when there are handouts or the money comes free and easy, it can be used for alcohol and drugs'."

Now, to his credit, it was actually Greg Ottenbreit's apology that broke the story. In other words, it wasn't a media storm that sparked the apology. Ottenbreit (perhaps with some help) managed to conclude on his own that his comments were mind-numbingly stupid and had no place in the public discourse.

He shouldn't have said them in the first place, of course. But in the end, he did the right thing without having the media force him into it.

Conservative MP David Anderson, however, not so much. The anti-Canadian Wheat Board hardliner produced one of those "do it yourself" videos of a supposed encounter between a Saskatchewan grain farmer and a CWB official. Unlike the majority of prairie grain farmers (ie, those who hold permit books, unlike the CWB's would be executioner Gerry Ritz) both Anderson and his fictional farmer want to rid themselves of the benefits of orderly marketing. In the course of the video, the fictional farmer / Anderson stand-in uses the phrase "talking Eskimo" to suggest that the Wheat Board official is not making sense.

Now, I've never heard the phrase "talking Eskimo" used in this way in all of my 50 years. It isn't one of those dated but offensive phrases one might go back to without thinking. Other than references to my least favourite professional football team, the word "Eskimo" has long since fallen out of use. The people it referred to prefer to be known as Inuit - a word from their own language.

But even if the word "Eskimo" weren't offensive in itself, the way it is used in the video is simply offensive - implying that "Eskimos" are incapable of sensible thought.

Instead of apologizing for spewing racist tripe, David Anderson has simply taken down the offending video and, apparently, gone into hiding from the Ottawa press gallery.

Neither Ottenbreit nor Anderson have covered themselves in glory, but Ottenbreit, at least, has manned up.

Bishop of Qu'Appelle visits #OccupyReginaSk

This evening, I had the privilege of accompanying Bishop Greg Kerr-Wilson when he visited the site of #OccupyReginaSk. There are about 50 people actually living onsite in Regina's Victoria Park. One of the saddest commentries on the state of things is that sleeping on an air matress in a tent on a brisk October evening is actually a step up for the 10 - 15 homeless people that are part of the occupation.

We had planned the Bishop's arrival to coincide with the 8:00 pm assembly, where business is usually conducted and where occupiers and visitors are able to speak to the whole group. However, with the organic logic of anarchic process, it had been decided the assembly would be pushed back so tents could be moved while the greatest number of people were there. And yes, the Bishop and I helped move tents. (The tents were being moved in order to have better shelter from the wind and so the grass in one part of the park would have a chance to recover.)

While the corporate media have tended to depict the #Occupy protests as little more than inchoate rage against the financial system, the Bishop and I spoke to several people who clearly understood not only that the system isn't working, but could also articulate why the system isn't working. One of the most interesting bits of analysis came from an ex-Saskatchewan Party MLA. (For my non-Canadian readers, that would be like an ex-Republican State Assemblymen in the US.) He spoke about how the movement of capital and the accumulation of profit is no longer related to any productive activity.

Bishop Greg spoke only briefly - in part to indicate that his agenda this evening was primarily to listen to the people occupying the park. Several people spoke to us afterwards about the need for religious leaders to speak about the moral dimension of the economic crisis. I expect we'll hear more from our Bishop in due course.

We live in a strange time when the Governor of the Bank of Canada, a former US Treasury Secretary, some of the richest men on the planet and even the Conference Board of Canada can acknowlede that the system is broken and that income inequality is breaking the system even further, yet the political system is seemingly unaware of the problem.

Today's Toronto Star carries a sad yet far from unusual story about Dan and Alice Heap.

Dan Heap was an Anglican priest who chose to work in a box factory as a better means of engaging ordinary people both about the gospel and about social justice. In time, he was elected to Toronto City Council. In 1981, he stunned the pundits by winning a federal byelection in Spadina, which had previously been a Liberal stronghold. His municipal ward was later represented by the late NDP leader Jack Layton, and his federal seat is now held by his former constituency assistant, Olivia Chow.

Compared to many people in today's economy, Dan and Alice are relatively well off financially, including the MP pension that the Canadian right used to rail about. They did make the "mistake" of selling their former home at less than market value to a community based organization, but they likely still have an overall retirement income that would be the envy of many Canadians of their generation.

Yet Dan and Alice couldn't get long term care in their community. Their needs (especially Dan's) are now well beyond what their former retirement home could manage. They've been on a waiting list for several years. In the mean time, members of their extended family have been staying with Dan and Alice 24/7, sleeping on the floor of thier very tiny suite. (Oddly, just as the story came out, a space became available for Dan. What a coincidence.)

The story is perhaps a little more poignant because of who Dan is (former Councillor and former MP) and because of who Dan and Alice are (longterm community activists). Unfortnately, their story is not exceptional. In Canada today, it's a travesty.

I remember Dan from when I was a divinity student at Trinity. He had just won the Spadina byelection a few weeks before the beginning of my first term. (The byelection was called when Pierre Trudeau gave the sitting MP, Peter Stollery, the taskless thanks of an appointment to the Canadian Senate. Trudeau flunky Jim Coutts was expected to win in a walk. Ah well, "the best laid schemes," as they say.) He was my MP throughout my time at Trinity, and he was a great support in my time as Chair of the University of Toronto New Democrats. I last saw him several years ago, on a trip to Toronto, when I attended the service at Holy Trinity, Eaton's Centre.

Because of Dan's dementia and Alice's own issues, they need full time care. Yet ironically, there are many people in care homes (usually at lower levels of care) who, with the proper supports, could still be living in the community - and at less cost to the health system.

I've had parishioners who've been "warehoused" in hospitals or other facilities while they wait for appropriate placements. I'm well aware that a space opening up unsually depends (directly or indirectly) on some other person dying. In the process, our "golden years" become a nightmare. And while some facilities are lovely environments, others are horribly run down and positively depressing.

The people who live in these facilities deserve better - both better facilities and better allocation processes.

Jesus? You've GOT to be kidding!

My friend Lesley Crawley (formerly Lesley Fellows) has a provocative post at her blog that speculates on how Jesus would do if he were to be put though the selection process for ordination.

He is just too challenging. Yes, he got all those followers but then lost them again… the miracles were good but the teaching was too hard and inscrutable…. Plus he didn’t get on with his religious colleagues etc.

While What Would Jesus Do? has become a bit of a cliché in some circles, perhaps a better question would be How Would We Respond To Jesus?

Much of modern piety - especially on the religious right - has turned Jesus into a grand irrelevance. Yes, yes, follow him by all means - but pay no mind to that silly stuff in Matthew 25 about giving food to the hungry or visiting the prisoner. The Gospel is about your personal prosperity.

As Lesley says in her close:

I feel I wish to make more space for Jesus in the church. I wonder whether we all do.

Anglican Covenant Developments

First off, the good news.

Two New Zealand dioceses, Aukland and Waiapu, have rejected the so-called Anglican Covenant. Both dioceses passed motions explicitly rejecting the Covenant (which is a stronger action than merely defeating a pro-Covenant resolution).

The Waiapu resolution, while affirming the desire to remain a part of the Anglican Communion, goes on to say that:

We do not believe that the proposed Anglican Communion Covenant will enhance the life of the Communion and request that the General Synod / Te Hinota Whanui declines to sign the Covenant.

The Aukland resolution is even stronger, expressly stating that:

Clause 4.2 of the proposed Covenant contains provisions which are contrary to our understanding of Anglican ecclesiology, to our understanding of the way of Christ, and to justice, and is unacceptable to this Synod.

To date, two Maori dioceses and two Paheka dioceses have rejected the proposed Covenant. I believe that is every New Zealand diocese that has considered the Covenant to date. Along with a defeat in the Diocese of Wakefeild synod and the statement from the Philippines House of Bishops that efectively ensures the Covenant's defeat in that Province, it seems the No Anglican Covenant Coalition is actually having some success.

A few days earlier, the Coalition issued a statement decrying the superficial background material on the Covenant issued by the Diocese of Oxford. While tritely acknowledging that those who oppose the Covenant oppose the Covenant while those who support it support it (seriously), the paper by Canon John Rees sticks to the Lambeth Palace / Anglican Communion Office babbling points that the Covenant will never really affect anything, but the entire Communion will collapse in a heap if it isn't passed. Oddly, some English folk have already noticed the inherent contradiction of something being simultaneously insignificant and vital.

Finally, in a move that will strike some as counterintutive, the No Anglican Covenant Coalition has posted a list of pro-Covenant articles from The Living Church. While Coalition members are by no means persuaded by the arguments, the authors of these articles are doing a service by mking a coherent case for the proposed Covenant, while doing Covenant critics the courtesy of taking our concerns seriously.

This contrasts well with the babbling points (they are too juvenile to be called talking points) from Lambeth and the Anglican Communion Office which are a disgraceful amalgam of disingenuous contradiction (the Covenant won't affect anything but is vital to the survival of the Communion), slander (anyone wo questions the Covenant either hasn't read it or is a fascist) and emotional blackmail (if you don't support the Covenant, you are being disloyal to poor Rowan.)

Between 2007 and 2010, the Saskatchewan Ministry of Corrections and Public Safety spent the princely sum of $1,616.97 (or less than $404.25 per year) to buy some video games for the recreational use of young offenders in custody.

It's not like the young offenders were sitting around playing video games 24/7, mind. Use of the games was a privilege earned through good behaviour and attention to educational / vocational programs. And the video games were screened for appropriate content.

Of course, the fact that imprisoned young offenders might actually have any leisure time at all offends the hard right "lock 'em up and throw away the key" crowd, whose insight into corrections policy is consistently and mind-numbingly counterproductive. The fact that these kids (and whatever they've done, they are still kids) might be allowed to play the odd video game was just too much.

So the regional pooh-bah of a hard right pressure group, Colin Craig of the so-called Canadian Taxpayers Federation, made a phone call to the Government of Saskatchewan. By the end of the afternoon, government policy had been changed and public funds will no longer be used to buy video games for youth correctional facilities.

Whether or not giving limited use of video games as a removable privilege is or is not good corrections policy is, perhaps, a legitimate discussion point. So far, for what it's worth, the only person with any actual expertise on the subject has defended the purchase of the games.

But here's the bigger issue for me.

Who the heck voted for Colin Craig?

And why does the Saskatchewan Government take orders from some far right activist in another province?

The Canadian Taxpayers Federation, despite its grandiose sounding name, is not a federation of Canadian taxpayers. It is a far right pressure group with secretive funding and no public or member accountability. Anyone can join the Canadian Taxpayers Federation, but unlike a real public group, its policies are set and its leadership are chosen by a small, self-selecting and self-perpetuating elite. You and I can join the CTF, but we can't have any say in who runs it or how, or in what policy positions it may take.

In otherwords, it is a Potemkin Village for the far right, much like the American Tea Party but with less showmanship and better dress sense.

In case you have no idea what the real Premier of Saskatchewan looks like, here's a picture:

His CTF bio indicates that he is from Winnipeg and attended the University of Manitoba. He's worked as a political operative in the offices of Conservative ministers in Manitoba and Ontario. There is no evidence he has ever lived in Saskatchewan. (There's actually no evidence he has ever been to Saskatchewan, for that matter, but I would expect he's been here for the odd meeting with his minions at the Saskatchewan Legislature.) Circumstantial evidence suggests he cheers for the Winnipeg Blue Bombers.

And nobody in Saskatchewan has voted to have him to decide government policy.

Give rest, O Christ, to your servants with your saints . . .

I'm a week late in posting any reflection on what has been the biggest news story in Canada over the past seven days. For my non-Canadian readers, last Monday morning we learned of the death of the Honourable Jack Layton, Leader of the Official Opposition, Member of Parliament for Toronto Danforth and Leader of the New Democratic Party of Canada.

In the Canadian system (like other Commonwealth countries but unlike the United States), the Leader of the Opposition is effectively the Prime Minister in waiting. Indeed, in Westminster style democracies, the Leader of the Opposition and his/her leading Parliamentary colleagues are referred to as the Shadow Cabinet.

Jack had just led the New Democratic Party to a major electoral breakthrough when Canadians went to the polls less than four months ago. For the first time, his party (my party) would be the second largest party in our federal Parliament - and hence the presumptive government in waiting.

The New Democrats - like the UK Labour Party, the Spanish Socialists or the German Social Democrats - are part of the Socialist International. For my American readers, this means there really is no party quite like this one in your electoral experience.

In Canada, the Leader of the Opposition has an official residence called Stornoway. It's actually nicer than the Prime Minister's digs at 24 Sussex Drive. Jack and his wife (and fellow MP), Olivia Chow, moved into Stornoway several weeks after the election. In the end, Jack spent only one night there.

In July, he announced that he was temporarily stepping down from his leadership responsibilities, having been diagnosed with cancer. He declared he'd be back for the fall session next month. But the honest observer had to wonder. Unlike his previous bout with prostate cancer, this new cancer had left Jack looking thin and pale. I actually heard the announcement before I saw the footage, and what struck me more than anything was his voice. The strong voice of the passionate leader had been replaced by the voice of a very old man, even though Jack was only a decade older than me.

The morning Jack died, his family released a letter he had written in the previous few days. A multi-layered epistle to the people of Canada, it held out a hope for a new style of politics that is pure Jack Layton:

My friends, love is better than anger. Hope is better than fear. Optimism is better than despair. So let us be loving, hopeful and optimistic. And we’ll change the world.

Apart from a few crackpots on the hard right, the country has been in mourning. Prime Minister Stephen Harper, a decent pianist regretted never having had that oft-discussed jam session with Jack, a decent guitarist. Tens of thousands paid their respects in Ottawa and Toronto and on the route between - including where it passed out of its way into Quebec.

The state funeral tomorrow, officiated by Brent Hawkes of the Metropolitan Community Church, will include a blessing from the Grand Chief of the Assembly of First Nations, a eulogy by former UN Ambassador Stephen Lewis and music by former Parachute Club lead singer Lorraine Segato and former Barenaked Lady Stephen Page.

I worked on Jack's first campaign for city council in Toronto - where the media kept declaring his opponent elected, even though Jack was in the lead throughout, only changing their tune once all the polls were reported. I supported Jack's transformation of the federal party's culture from one which saw defeat as noble and electoral success as morally suspect to one which understood that moral victories are neither. But my best memory of Jack is one time last year when we spent time after a public event comparing Blackberry pictures of our grandchildren.

Almost lost in the Layton coverage was news of the death of former NDP MP Simon De Jong. Simon had been an influential mentor in my early days in and around politics. In addition to things political, he taught me how to use chopsticks, as well as some other thing involving cigarette papers.

Simon spent the first three years of his life in a Japanese concentration camp, his father being a Dutch colonial official in Indonesia. Simon once confided to me that he weighed less when he left the camp at age three than when he entered the camp as an infant. It is almost certain that, had the war lasted just a few weeks longer, Simon would have died of malnutrition. Ironically, he was an anti-nuclear activist whose life was probably saved by the bombing of Hiroshima and Nagasaki.

Only twice did I ever heard him make public reference to his experience of the camps: once in his convention speech when he ran for the party leadership in 1989 (at the insistence of his campaign manager) and once when speaking to a military parade marking the 50th anniversary of the end of the war.

Simon also has the distinction of having won re-election in Regina Qu'Appelle in 1993 despite having lost every poll. He lost all the urban polls to the Liberals and all the rural polls to the Reform Party - but finishing second in every poll gave him enough votes to win.

Following a video tribute to Jack from This Hour has 22 Minutes (a satirical comedy show roughly comparable to The Daily Show) I'll close with another excerpt from Jack's letter. I ask that you remember these public servants - these friends of mine - and their families in your prayers in the coming days.

Canada is a great country, one of the hopes of the world. We can be a better one – a country of greater equality, justice, and opportunity. We can do all of these things because we finally have a party system at the national level where there are real choices; where your vote matters; where working for change can actually bring about change. In the months and years to come, New Democrats will put a compelling new alternative to you. My colleagues in our party are an impressive, committed team. Give them a careful hearing; consider the alternatives; and consider that we can be a better, fairer, more equal country by working together.

Terrorism is terrorism - no matter the terrorist

Last week, Anders Behring Breivik set off an explosion in downtown Oslo near the offices of the governing Norwegian Labour Party. He then went to nearby Utøya Island, where he opened fire on participants in a Norwegian Labour Party youth event using automatic weapons. In all, he ruthlessly murdered 76 people. One of the few pieces of good news in all of this is that the death toll is about 15 fewer than originally believed. The dead include the step-brother of Norway's Crown Princess and, according to reports, the children of several senior Labour Party figures.

It was interesting, as the story developed, to see the rush to judgement by the mainstream corporate media, who proclaimed it an al Qaeda attack based on nothing but speculation. Of course, Ander Behring Breivik isn't an Islamic terrorist. In fact, it appears he hates Muslims almost as much as he hates Norwegian children who don't share his odious political views.

Let's be really clear about this. A rightwing extremist orchestrated a series of violent attacks on people based on their political views.

What was even more interesting was to watch the corporate media reaction when it turned out their preferred narrative wasn't operative. Almost immediately, the perpetrator was no longer a "terrorist," but rather a "gunman" or an "assailant." I say "almost immediately" because Faux News continued to say it was al Quaeda for several hours after Norwegian police had indicated otherwise.

Now, the Oxford English Dictionary defines "terrorism" as:

the unofficial or unauthorized use of violence and intimidation in the pursuit of political aims.

"Terrorist" is defined as:

a person who uses terrorism in the pursuit of political aims.

So, by any sort of logical standard, last week's acts of mass murder constituted terrorism and Anders Behring Breivik is a terrorist, even if he isn't an Arab and a Muslim.

Next came that rather curious sight of assorted rightwing blowhards trying to pretend that the toxic rhetoric they spew had nothing to do with what happened in Oslo. Of course, these are the same rightwing blowhards who call for legal sanctions against any Arab or Muslim who has ever said anything that might even tangentially be tied to Islamic terrorism. The sauce, it seems, is only for the goose.

Then there was the curious "it was really the Muslims' fault anyway" meme, which blamed the attack on the mere existence of Arab and Muslim immigrants in Norway - even though the rates of Arab and Muslim immigration to Norway are among the lowest in Europe.

Finally came the most disgusting aspect of all. Two of the most odious and most disgusting of all the rightwing blowhards, Glenn Beck and Michael Coren, actually launched online narratives to justify the murder of dozens of children.

No, seriously.

I'm not going to link you. This blog has a firm policy of not linking to hatemongering and extremist filth.

With the bodies of dozens of dead children barely cold, Michael Coren was accusing the dead of anti-semitism because (apparently) the youth camp had held a discussion session where Israel's policy towards Palestinians was criticized. In the hate-addled dystopia of the North American far right, no one is ever allowed to criticize any Israeli policy. And now, it seems, if you do, you deserve to die.

It seems, however, that the wingnut right were having a contest to see who could be the most disgusting. And the winner is the hatemonger's hatemonger Glenn Beck who went all Godwin and compared the youth wing of Norway's social democratic governing party to - you guessed it - the Hitler Youth. The little bastards deserved to die because they were Nazis, don't you see.

Terrorism is terrorism, no matter the terrorist.

And the friends of terrorism - including Glenn Beck and Michael Coren - are every bit as odious as the terrorist who plants the bomb and pulls the trigger.

Despite the nearly complete failure of the corporate media, and despite the revolting behaviour of the usual suspects of the extreme right, there have been moments of grace in all this. I leave you with the words of Norwegian Labour Party Leader and Prime Minister Jens Stoltenberg:

“We are still horrified over what happened. But we will never give up our values. Our answer is more democracy, more openness and more humanity but never naivety.”

No Anglican Covenant Coalition - Developments

There have been a few developments in the campaign to defeat the so-called Anglican Covenant.

This morning, the No Anglican Covenant Coalition formally released A Short Introduction to the Anglican Covenant. This one-page intro takes an unequivocal anti-Covenant position. But unlike the pro-Covenant propaganda from the Anglican Communion Office, the Coalition has made an effort to present the issues in a manner that is fair and not prejudicial. A Short Introduction is available in both letter sized and A4 formats.

It's actually quite disheartening to me that the Anglican Communion Office has refused to be an honest broker in the Covenant debate. Instead, Communion bureaucrats have become advocates for a proposal which would (although they won't admit it) centralize power in the Communion in their own hands.

A couple of weeks ago, the No Anglican Covenant Coalition also announced the appointment of two Episcopal Patrons. Retired Church of England Bishops John Saxbee (Lincoln) and Peter Selby (Worcester) are the first bishops who have been prepared to take an unequivocal anti-Covenant line. We are given to understand that there are several serving CofE bishops who are opposed to the Covenant, but to date, none of them are prepared to come out publicly.

I've noted previously and in other places that the bulk of the pro-Covenant argument of late has been based on three ethically, logically and factually dubious propositions:

Anyone opposed to the Covenant hasn't read it.

Anyone opposed to the Covenant is a fascist.

Anyone opposed to the Covenant is disloyal to Rowan Williams.

In a light-hearted response to this, Comprehensive Unity: The No Anglican Covenant Blog has issued a challenge for people to present credible arguments in favour of the Covenant. The winner will be given the opportunity to guestblog a post either for or against the Covenant as they see fit. It would be refreshing to see a pro-Covenant argument that isn't slanderous tripe, Godwinesque stupidity or emotional blackmail.

Only in Canada you say? Pity . . .

It's been nearly a month since last I blogged, but recent Anglican developments right here in Canada give me the perfect opportunity to get back in the proverbial saddle.

First, the excellent news that the Supreme Court of Canada has declined to hear an appeal from Anglican dissidents in British Columbia. The dissidents had purported to remove their parishes from the jurisdiction of the Anglican Church of Canada. In doing so, they continued to occupy the parish property. The courts at every level ruled against them, and with the Supreme Court's decision to dismiss the appeal unheard, their legal options have run their course. The Diocese of New Westminster responds here, and the dissidents here.

I'm struck by the dissidents' special pleading that the outcome "should be of great concern to all Christian denominations." It would seem to me that Christian denominations should be happy to know that the Canadian courts are not going to redefine a denomination's polity and ecclesiology. The dissidents had been demanding that the courts force the Anglican Church of Canada to replace its heirarchical ecclesiology with a congregational polity. The courts have, quite properly, declined to turn Anglicans into Baptists.

Second, we've had a series of documents produced by the Anglican Church of Canada dealing with the proposed Anglican Covenant. The Anglican Covenant Working Group has issued a study and consultation guide (.pdf) supported by a website. Unlike the biased and intellectually dishonest propaganda pieces from the Anglican Communion Office, the Canadian materials present a balanced view and allow for an open discussion of the proposed Covenant on its merits. Of course, if the Anglican Covenant was supportable on its merits, the ACO wouldn't have to be afraid of a balanced debate.

In addition, the Governance Working Group has produced its own legal analysis (.pdf)of the proposed Covenant, with an executive summary (.pdf). Virtually the entire analysis points out the various weaknesses of the proposed Covenant, including the multiple and overlapping roles and ill-defined authority of the Standing Committee, the deficiencies in procedural fairness and the virtual exclusion of lay people from any meaningful participation in any part of the process.

Canon Alan Perry of Montreal provides his usual excellent analysis of the study materials and the legal analysis. Much of the other online coverage I've seen has focussed on the balanced approach the Canadian church has taken - in stark contrast to the Orwellian approach of the ACO or the passive aggressive stitch-up currently underway in the Church of England. One commenter even suggested that the very balance of the Canadian materials was "devastating" to the Covenant.

When I was young, Red Rose Tea used to advertise their product by suggesting that this particular Canadian tea (a different blend than in the United States) was the envy of even the tea-loving English. Each ad ended with a variation on the tagline, "Only in Canada you say? Pity . . ."

It appears that the same is true for an honest analysis of the proposed Anglican Covenant.

Liberals, Media declare Class War on single mom

Two days ago, the Liberal Party had a near death experience.

The party which has always been either the government or the official opposition at the federal level were suddenly neither.

With their lowest percentage of the popular vote ever, suddenly the electoral train wreck which was Stéphane Dion now seems the very model of stability and growth.

Displaced by a surging New Democratic Party under Jack Layton, the Liberals have been handed their worst electoral humiliation in history.

Despite a 2.4 increase in voter turnout, the actual number of Liberal votes dropped by 850,010 - almost a 25 percent erosion.

Now, some parties might come away from such an experience feeling chastened.

Not the Liberals.

Like a bitter alcoholic who hasn't yet hit bottom, the Liberal Party and their media mouthpieces are railing about how it is somebody else's fault. It's those nasty Conservatives who criticized Liberal leader Michael Ignatieff. It's those ungrateful New Democrats who insisted on trying to win seats. And, although never quite so clearly communicated, it's those stupid Quebec voters who elected unqualified MPs.

Now, the qualifications to be a Member of the Canadian Parliament are pretty simple. You must:

be a Canadian citizen

be 18 years of age or older

not be in jail

get more votes than the other candidates

Ruth Ellen Brosseau meets all of those requirements. She defeated Bloc Quebecois incumbent Guy André by nearly 6,000 votes, more than 10 percentage points. The Liberal candidate finished a distant third.

This offends Canadian Liberals at a number of levels - as does the fact that Ruth Ellen is one of almost 60 Quebec New Democrats who rode an unexpected electoral tide to victory on Monday night.

Several of those 60 victorious New Democrats might best be described as "accidental MPs." When the election was called, the New Democratic Party had high hopes of winning maybe five to seven seats in Quebec. In the entire 80 year history of the CCF-NDP, only two New Democrats had ever been elected to Parliament from Quebec - and only once had a New Democrat been successful during a general election.

But credibility in a Canadian election requires running a full slate of candidates. As a result, all parties have, from time to time, nominated "placeholder" candidates - "sacrifical lambs," or, as they are sometimes called in Quebec, "pylons." Placeholder candidates may or may not run a campaign. They virtually never win.

Except . . .

Every now and then, the unexpected happens. Every now and then, there is a surge for a party and they end up electing placeholder candidates - and when it happens, it usually happens in large numbers.

Such was the case last Monday. Of the nearly 60 New Democrat MPs elected in Quebec, at least a couple of dozen were never anything more than placeholder candidates.

Other parties have had this experience. Saskatchewan Conservatives may recall Joanne Zazalenchuk - the 18 year old gas station attendant who defeated Deputy Premier Roy Romanow in the Tory sweep of 1982. Zazalenchuk spent more than four years as a hardworking if obscure MLA before turning the seat back to Romanow in 1986. When the Créditistes unexpectedly swept rural Quebec in the early 60s, it is said that several of the surprised new MPs truned up at the Quebec National Assembly instead of the Canadian Parliament.

The Liberals, of course, want to make some hay about all of these "unqualified" MPs - and the mainstream media likes the meme. Several of the new MPs have been held up for varying degrees of ridicule.

But the Liberals and the media have singled out Ruth Ellen Brosseau for special attention. Indeed, they've declared class war.

Ruth Ellen Brosseau is a 27 year old single mother (earlier reports said 30-something). Until this week, she worked at a couple of modest paying jobs in the service industry, including as assistant manager of a campus bar in Ottawa. During the election campaign she never expected to win, Ruth Ellen went away on a week long Vegas vacation that had been booked in advance of the election call and which could not be rescheduled or refunded. She doesn't actually live in - or anywhere near - the constituency of Berthier - Maskinongé. She spent little if any time there prior to election night.

Now, none of this was a secret. Ruth Ellen had become the poster child of the NDP's placeholder candidates in the week prior to the election. Her Vegas vacation had been all over the national media. If a single voter in Berthier - Maskinongé was not aware prior to election day that their NDP candidate was a sacrifical lamb who hadn't campaigned and who had taken a holiday during the election, then they simply hadn't been paying attention.

But the voters of Berthier - Maskinongé, like nearly 43 percent of Quebec voters, liked the change that Jack Layton was offering. Fully 22,484 (39.63 percent) of them decided to cast their ballot for Ruth Ellen Brosseau, vacances ou non.

But according to the central Canadian elite that run both the Liberal Party and the national media, this is some sort of embarrassing scandal.

Oh, I grant you the story is absurd at a number of different levels. But that isn't the meme the Liberals and their media allies are offering up.

No. According to them, this "cocktail waitress" should not be a Member of Parliament. They have engaged in a relentless public assault on this woman for the past several days.

Now, let's look at the real situation here.

Ruth Ellen Brosseau is a 27 year old single mother.

Ruth Ellen Brosseau has worked very hard at modest paying jobs to support her family.

Ruth Ellen Brosseau put herself through school.

Ruth Ellen Brosseau cares enough about the democratic process to allow her name to go on the ballot in a supposedly hopeless riding because even the voters of Berthier - Maskinongé should have the opportunity to vote for an NDP candidate.

Ruth Ellen Brosseau clearly harbours no ambition to be a career politican.

So I ask my Liberal friends and their media mouthpieces, what exactly is it that disqualifies Ruth Ellen Brosseau as a Member of Parliament.

Is it that she is 27?

Is it that she is a woman?

Is it that she is a single mom?

Is it that she has worked in modest paying jobs in the service sector?

Is it that she put herself through school?

Is it that she cares about the democratic process?

Is it because she isn't looking to be a career politican?

Of course, it's entirely clear what the problem is.

Ruth Ellen Brosseau is the target of this sustained media assault because the idea of a working class woman as a Member of Parliament offends their bourgeois sensibilities.

I have no idea if Ruth Ellen Brosseau will be an effective Member of Parliament or not. God knows, there is an awful lot of dead wood stacked up on the backbenches of the two establishment parties. (Less so, perhaps, for the Liberals right now, since the electoral winnowing of last Monday means that most of the surviving Liberals are still there despite their party label.)

But right now, every sane and sensible Canadian should be cheering for Ruth Ellen Brosseau - a proud single mom who does not deserve this print and electronic lynching.

VOTE!

It's election day in Canada, and I encourage every Canadian citizen to get out and vote. If you aren't sure where or when, the Elections Canada website is your one stop information shop.

My partisan inclinations are well known, but my point here is to encourage every Canadian citizen to exercise their franchise. It is a civic duty, and it is a right that was hard won.

In other parts of the world, people are dying on the streets wishing that they had a say in the composition and conduct of their government. We who have been blessed with that opportunity should not take it lightly.

Besides, voting is fun. Although perhaps not quite so much fun as this young woman is having.

Lord, keep this nation under your care.

Bless the leaders of our land, that we may be a people at peace among ourselves and a blessing to other nations of the earth.

Help us elect trustworthy leaders, contribute to wise decisions for the general welfare, and thus serve you faithfully in our generation to the honour of your holy name;

If we don’t believe that love triumphs over all, we have no hope. The evil forces arrayed against our lives are overwhelming otherwise. But it’s not enough to cling to a belief in some vague fairy tale, which might or might not come true. We need to see the proof for hope to be real, a fact Jesus completely understood. The story of Doubting Thomas, who had to touch Christ’s wounds himself, shows that Jesus knew that only proof would do.

The miracles throughout the Gospels are all about the proof. Yes, Jesus is the Son of God. Yes, he can and will raise us from the deaths we suffer by injustice and war and homophobia and patriarchy and apartheid, as well as mere disease and old age. In the case of his pal Lazarus, Jesus even waited to intervene till after he expired, old and moldy in the grave (“Lord, he stinketh”) before giving him life again.

But Jesus isn’t here today, we can’t see him, so where’s this proof?

The proof is in my friend Peter, diabetic and morbidly obese when I met him, barely able to walk; he’s lost a couple hundred pounds since lap-band surgery.

The proof is in my friend Leonardo, who should have been dead by now, but got saved by Higher Power.

The proof is in my own body – in all my friends; Helen and Marc in Crawfordsville, who lost their genius son at age 19; in Stephanie, my weeping correspondent today; in all the 1.3 million visitors to my Daily Office websites since 2004. The proof is in Desmond Tutu, in Mother Teresa, in Ryan White. The proof is in the plaintiffs in Perry v. Schwarzenegger, a bunch of ordinary Lesbian and Gay couples suing for the right to marry, when 40 years ago – the same era when I first heard “Love Unknown” – Gay people were the most stigmatized and hated folks on the planet. (There, I said it, it’s true, and no amount of bitching about racism can change the fact.)

Christ is there in all of them; Christ is here in all of us. You are yourself the proof.

RIP - The Honourable Allan Emrys Blakeney, PC, OC, SOM, QC, FRSC, MA, DCL

Former Saskatchewan Premier Allan Blakeney has died today after what is described as a "short battle with cancer."

He served this province for nearly 40 years, having come west from Nova Scotia in 1950 to work in the Saskatchewan public service. Elected to the provincial Legislature in 1960, he was Minister of Health during the implementation of the first universal single-payor health plan in North America. (I once said, in his hearing, that he had been Health Minister during the doctors strike. He was quick to correct me.) He was CCF-NDP leader from 1970 to 1988, and Premier of Saskatchewan from 1971 - 1982. He subsequently taught law at the University of Saskatchewan.

My favourite memory of AEB came several years after he had left active politics. The cabinet minister I was writing speeches for those days like to quote Blakeney's predecessor as CCF-NDP leader, Woodrow Lloyd, but for a particular speech, we had decided she should quote Allan Blakeney instead.

Having searched high and low (biographies, old speeches, Hansard, consults with former speechwriters), I finally did what any sensible speechwriter would do. I called him. It happened to be March 25, 1998.

The first part of the conversation was amazing enough. After indicating he couldn't think of a single thing he'd said that would fit what I needed, it only took a vague reference to a comment from a former speechwriter to set him off on an extended riff from his "speech to the party council after the 1978 election." I had what I needed.

Then I asked the Bridgewater, Nova Scotia native what he thought of the previous day's election results in Nova Scotia. (The NDP came from a mere four seats at dissolution to winning 19 seats in the provinccial legislature. This left the Liberals and NDP tied for the largest number of seats with the Liberals, as the incumbent government, with the right to seek the confidence of the House first.)

He told me that, "had the NDP gotten one more seat or the Liberals one fewer," I wouldn't have reached him because he had committed to the NSNDP that he would come out to manage their transition to power should they form a government.

This was a brilliant move on the part of then NSNDP leader Robert Chisolm (now running federally in Dartmouth - Cole Harbour, NS) to take advantage of AEB's 38 years as a provincial public servant, MLA, cabinet minister and premier in Saskatchewan.

"Yes," he said. "It's particularly gratifying, particularly gratifying."

(Every one who ever heard AEB speak is hearing is unique, clipped pronunciation of "particularly.")

"If only Bob Rae had been so wise."

If indeed.

As a public speaker, he was no Tommy Douglas. But he was a brilliant and incisive thinker who made both Saskatchewan and Canada a better place.

May he rest in peace and rise in glory.

Wannabe Lawyerism

Many years ago, I was an "inside" scrutineer at a polling place during a federal election. The job of a scrutineer is to watch the process and to ensure that all things are done according to the rules.

In addition, most parties have their scrutineers track who has voted, and that information is passed back to a zone house as part of the party's GOTV (Get Out The Vote) operation. Essentially, the canvassing parties do during the election is not to persuade people to support the party, but to identify which voters are supporting the party. By tracking who has voted, the parties can then identify supporters who have not yet voted and take action to ensure that they do.

Different jurisdictions have different rules about who can act as a scrutineer on behalf of a candidate. At the time, Saskatchewan's election law required a scrutineer to be an eligible voter in the constituency. The federal legislation, however, had no such restriction.

Part way through the afternoon, a newly arrived Conservative scrutineer started complaining that one of the Liberal scrutineers was ineligible since she was too young to vote. Thus began a two hour tempest as the Conservative scrutineer loudly demanded that "the law" be enforced - even though the law existed only in his delusions. After much shouting and raving, the Conservative scrutineer was told to behave himself or he would be ejected from the polling place. As he wound up for another go, the Conservative scrutineer at my poll, having had enough, went over and told the man to "sit the &%@& down and shut the &%@& up."

During a federal byelection some years later, I was acting as an "outside" scrutineer - meaning that I also had to be sworn in as a scrutineer, but my job was simply to collect the updated lists from the inside scrutineer. Then I'd go back to our zone house, update our sheets and determine who we needed to be calling.

As I went into the poll - carefully removing my Lynn McDonald campaign button - I noticed a woman sporting a Peter Worthington campaign button. I asked the Elections Canada staff to have her remove it. While there was no federal law against underaged scrutineers, there was - and is - a federal law about campaign materials in a polling place. Again, much raving and carrying on, based on her own interpretation of non-existent laws.

Apparently this is quite a pattern with right wingers. Make up imaginary legal precedents and fanciful though non-existent constitutional conventions to justify whatever outrageous behaviour you like. So far in this campaign, we've seen at least two examples.

First, there are the Prime Minister's speaking points about how only the party with the largest number of seats is allowed to form a government. It isn't true, of course. And the Prime Minister knows it isn't true. There is a technical term in moral theology to cover this kind of thing. We call it lying. I am curious how Harper explains the fact that, from October 1925 to June 1926, William Lyon Mackenzie King was Prime Minister, even though his Liberals had fewer seats than Arthur Meighen's Conservatives.

And now, to round it all out, we have the Communications Director of Guelph Conservative candidate Marty Burke, one Michael Sona, apparently attempting to steal ballot boxes because a special poll properly established under the Canada Elections Act was "illegal." It was illegal, you see, because Michael Sona imagined it was illegal, and therefore he was entitled to try and seize the ballot boxes.

Several University of Guelph students claim Michael Sona, the communications director for Guelph Conservative candidate Marty Burke, attempted to put a stop to voting at the special ballot held Wednesday.

The students say Sona approached the Elections Canada balloting site claiming that the process unfolding at the location was illegal and at one point reached for but never took possession of a container with ballots.

“He tried to grab for the ballot box. I’m not sure he got his hand on the box, but he definitely grabbed for it,” said Brenna Anstett, a student, who at the time of the reported incident was sealing her second of two envelopes containing her vote.

Student Claire Whalen was just about to receive her ballot just before 5 p.m. when the episode unfolded. “That’s when a guy came up and said it was an illegal polling station and that he was confiscating the ballots. And then he tried to take (the ballot box),” Whalen said.

I should mention the other consistent pattern among Canadian right wingers. Whenever they get close to being successful, they can always be counted on to screw it up with an idiot eruption like this.

Arthur Meighen is surely rolling over in his grave.

UPDATE: The Conservatives tried to appeal the matter to Elections Canada with their claim that the special poll was illegal. Elections Canada appears to have told them to pound sand. The Conservatives have thanked Elections Canada for dismissing their "concerns."

While the Elections Canada statement confirms that what happened in Guelph lacked proper authorization, we applaud the decision not to disenfranchise University of Guelph students because of errors by the local returning officer.

In the CBC story, it is noted that the Liberals tried a similar tactic at the University of Toronto during the 2008 election.

TINA - the argument from intellectual bankrupcy

Of late, one of the more dishonest arguments for the proposed Anglican Covenant has been that there is no alternative

TINA, as the argument is sometimes called, is the argument of last resort for the intellectually (and often morally) bankrupt.

Speaking of intellectual and moral bankrupcy, Canadian Liberal leader Count Michael Ignatieff has been telling Canadians that they must either vote for one corrupt right wing party or for a different corrupt right wing party. (The Conservatives are heavier on the right wing part; the Liberals on the corrupt part.)

Perhaps there is something about bushy eyebrows that moves one to make such vacuous arguments.

In the meantime, there's at least one Canadian politician arguing that there perhaps is an alternative to the current duopoly of corrupt right wingers.

"Unnecessary" elections? You're welcome to move to Libya.

Last Friday, the Canadian government of Prime Minister Stephen Harper, was defeated on a confidence motion in the House of Commons.

Under the Westminster system, a government cannot continue without the confidence of the House. So on Saturday morning, the Prime Minister advised the Governor General to dissolve Parliament and issue the writ for the 41st Canadian general election.

It is remarkable that this is the first time in Canadian history that a government has been defeated specifically for its contempt towards the Canadian Parliament.

It is likewise remarkable that Prime Minister Harper and his minions launched their campaign by lying about our system of government, claiming that coalition governments are not an acceptable development under the Westminster system.

(Apparently Conservatives in the United Kingdom are either less dishonest - or less stupid - or possibly both - since Conservative Prime Minister David Cameron's government is a coalition with the Liberal Democrats. But whatever. This whole coalition schtick is a rerun of Conservative lies from two years ago, when his minority government nearly fell and, were it not for the feclessness and stupidity of the Liberal Party, would have been replaced by a coalition government. See below.)

What is most remarkable, though, is the Conservative narrative - endlessly repeated by their media lapdogs - that this is an unnecessary election, that Canadians don't want this election, that the cost of the election (a mere $10 per citizen) is a waste of money.

In the meantime, citizens in Libya, Ivory Coast, Zimbabwe and countless other countries are literally dying to have a say in their own governmments.

If any Canadian citizen wants to whine about this "unnecessary election," they are welcome to move to Lybia, Ivory Coast, Zimbabwe . . .

And while they're at it, they are also welcome to renounce the Canadian citizenship that they clearly do not appreciate.

Anyway, here's Rick Mercer to make more sence in a two minute comedy sketch than Stephen Harper has made in his entire life.

A fair result cannot arise from a faulty process - UPDATED AGAIN

With the usual balance and evenhandedness one might expect, the official website of the Diocese of Lichfield boasts that the diocese "could be the first in the Church of England to adopt the Anglican Covenant" when they vote on it tomorrow.

Of course, the boast was predicated on the incorrect assumption that Lichfield would be the first to have any vote on the proposed Covenant. In fact, they appear to be third.

But they could still be the first to pass it, because Oxford chose to refer the matter for further discussion at deanery synods, and Wakefield rejected the thing outright.

Lichfield may be in a position to shift the momentum back in favour of the Covenanters. If they pass the necessary enabling resolution, theirs would be the first of the 23 approvals required - and supercede Wakefield's rejection as the "latest news."

It appears that the powers to be in Lichfield are determined to see a particular outcome. The only material provided by the diocese has been the unbalanced, pro-Covenant puff piece from Church House. The debate and vote will be proceded by an address by a prominent pro-Covenant evangelical, Bishop Graham Kings.

A total of one hour has been allotted to the Covenant debate - which includes Bishop Kings's address from the bully pulpit.

In other words, it has all the fairness of an election in [insert tin-pot dictatorship here].

Given the saintly first bishop of Lichfield and another recent example of unfair process, one is tempted to make a joke about hanging Chads.

I have blogged before about the structural unfairness of the Covenant debate to date, particularly in the Church of England. The No Anglican Covenant Coalition has issued a statement on the issue.

Wakefield has shown us what can happen when people are allowed a free, fair and open debate on the Covenant. All the more reason that I expect the Covenanters will continue to manipulate the process in a desperate attempt to prevent a real and honest discussion.

It turns out that yet another diocese has already rebelled to the manipulative behaviour of the Covenanters.

Lesley's excellent blog has learned that the Bishop of Hereford tried to force through the Covenant without a proper debate or information.

It seems that Bishop Anthony Priddis tried to ram the Covenant through the diocesan synod there on March 5th - only to have synod members adjourn the debate until they can hear from more than just the Lambeth echo chamber perspective.

So that's three synods so far (Oxford, Hereford and Wakefield), and three failures by the Covenanters to sneak it through on a nod and a wink.

Not surprisingly, the Covenant passed by a wide margin in Lichfield. The process was a complete joke.

Covenanter Andrew Goddard was given fully 20 minutes to make his case in favour of the Covenant. He did briefly reference some of the arguments against, but only to explain why he disagreed with them. Then another pro-Covenant speaker made a further presentation. That's 25 minutes of the 60 alloted already taken up before a single Covenant critic was allowed to speak - for only five minutes.

Afterwards, one or our English NACC colleagues received a frankly vicious email railing about her "interfering."

Some clarification about Oxford. Apparently it wasn't a vote of the Oxford Synod, but of the Bishop's Council which rejected the idea of an immediate vote on the Covenant and instead insisted on a reference to the deanery synods for further discussion. I still count this as a winning skirmish - but in a different venue than I had been led to believe. Wouldn't it be nice if information were shared transparently?

Of course, this reflects the Machiavellian "transparency" of the Covenanters. When they win (as in Lichfield), there will be news releases and announcements on diocesan websites. When they lose (as in Wakefield, and to a lesser extend Hereford and Oxford) there will be official silence.

If Lesley Fellows beat Rowan Williams in a footrace, Lambeth Palace would say that Rowan came second and Lesley came second last.

Anti-Covenant trend in the CofE???

Excellent news from the English Diocese of Wakefield. The Diocesan Synod has rejected the Anglican Covenant in two of the three houses:

In order for the matter to return to the Church of England General Synod for a final vote, the enabling legislation must be passed by a majority (23) of the 44 dioceses, voting in their respective diocesan synods.

To date, so far as I am aware, two Church of England dioceses have voted on the proposed Anglican Covenant:

In the Diocese of Oxford, the synod apparently rejected the advice of their bishop and declined to vote on the Covenant, choosing instead to refer the matter to deanery synods for further discussion.
In the Diocese of Wakefield (in a debate which was reportedly free of the usual subtle bullying and emotional blackmail that has marked so much of the Covenant debate), the synod rejected the Covenant outright.

Now, mayhap some other dioceses have voted in accordance with the directions of Lambeth Palace and the Anglican Communion Office. If so, it has gotten no coverage on the blogosphere. Given how badly the sycophants around Dr. Williams need to create the illusion of momentum, I find it less than credible that a diocese could have so voted without Lambeth Palace trumpeting it from the mousetops.

To date, it seems, the Covenant has been dealt two setbacks in the CofE (one small and one large). Whatever momentum the Lambeth and Church House establishment may have had coming out of the last session of General Synod appears to have evaporated.

It's early days yet, of course. The momentum may shift again. And again and again and again.

But at the very least, it means that the proposed Anglican Covenant will not receive the bland and undebated rubber stamp that those around Rowan had hoped.

Refreshing Honesty

I'm not ever likely to see eye to eye with Church Society, a very conservative evangelical group within the Church of England. Indeed, their General Secretary, David Phillips, has published an article in the Winter 2011 edition of their newsletter, and I hardly agree with any of it - even though it comes down as firmly sceptical of the proposed Anglican Covenant.

That said, the article is well worth a read for a conservative evangelical Covenantsceptic position.
But what I particularly like is that, unlike so many of the straw men and ad hominems that have marked the Covenant debate to date, Mr. Phillips makes a serious effort to take opposing arguments and perspectives seriously. While I do think he slips up on one particular, I think his overall approach is commendable.

Here is the email I sent him today, both thanking him for his integrity and correcting what I believe is his one error regarding the liberal Covenantsceptic position.

Mr. Phillips, I've read your paper on the Anglican Covenant, and I want to commend you for the way in which you have tried to treat the arguments of the various parties seriously. Far too much of the debate has been characterized (on all sides) by the setting up of straw men and caricatures rather than serious and thoughtful arguments.

Obviously I would disagree very strongly with many points in your narrative, but I very much appreciate the effort you have made in this regard.

I would, however, like to point out one area where I think you missed a nuance of the "liberal anti-Covenant" position. Given the wider context of the article, I believe this was not deliberate.

In paragraph six, you suggest an hypocrisy in our position, juxtaposing our opposition to disciplinary clauses in the Covenant with the willingness to use disciplinary canons to address the actions of certain conservatives who have sought to leave the Episcopal Church or the Anglican Church of Canada while retaining parish property. You say: "What liberals don’t want is discipline on matters of faith and doctrine, they are very happy to see discipline to maintain the structures and institutions."

I can see how you have reached that conclusion, but I think you have missed a significant point.

The disciplinary pieces of the proposed Covenant establish the locus of authority at the international level, while the disciplinary canons sometimes invoked in current disputes in North America establish the locus of authority at the national / provincial level.

Clearly you understand the significance of the attempt to establish centralized authority in the Communion, and you describe the issue quite effectively at paragraph 17. In particular, you offer an excellent summary of Anglican ecclesiology and history when you say: "Although the Church of England has had clear disciplinary structures, part of the break with Rome involved the rejection of a universal structure within the Church."

I would suggest that, if you look at the "liberal anti-Covenant" position through the lense of that sentence, you will see that there is no inherent contradiction or hypocrisy between, on the one hand, our resistance to disciplinary language and clauses in the proposed Covenant and our willingness to see disciplinary canons used at the level of the national or provincial church.

That caveat aside, I do wish to reiterate my personal appreciation of your willingness to deal honestly with positions and perspectives other than your own. Your paper is well worth the read, especially for those of us who reach a similar conclusion from a diametrically opposed starting point.

Ash Wednesday - Mortality and Pride

It is a worthwhile story that can both remind us of our own human mortality and our own human pride.

The local lefty community paper, the Prairie Dog, posted a story on their blog about the death of Dorothy Alvina Hennig.

Most people in Regina knew Dorothy - at least by sight. Few of us knew, or cared, that her name was Dorothy.

Dorothy was a sight. She would walk around the downtown in a beige trenchcoat with a scarf on her head and far, far too much makeup - far too much and badly done. I don't think she actually lived "on the street," but she was clearly a woman who did not fit in.

My kids and I ended up, uncomfortably, sharing a table with her at a fall supper once. She didn't say a word to us the whole time, not even in response to our greetings. In all the years I was aware of her (I can't really say "knew her") I only once heard her make any sound at all - and then it was an odd sort of screech when she seemed to be thinking that someone was about to steal her bag.

But it turns out that there was more to Dorothy.

In 1958, Dorothy was the valedictorian of her high school graduating class.
She studied at the Royal Conservatory of Music and the University of Toronto - as well as the Walter Thornton Modelling School.
She worked as a musician and a opera singer in London and Paris.
Illness (the obituary implies but does not say mental illness) brought her home to Regina in 1967.

Dorothy's death reminds me of my mortality.

Dorothy's obituary reminds me that, for all that I may want to be inclusive and accepting and a proper Christian, I never was able to see Dorothy as more than "other" - to my shame.

I'm off, shortly, to preside at the Ash Wednesday liturgy, to remind those who come and to remind myself that we are dust, and to dust we shall return.

And to remember that, in between, we are God's precious children - no matter what.

Today, I think I shall offer this mass with an intention for the repose of the soul of Dorothy Alvina Hennig, accomplished artist and beloved child of God.

The No Anglican Covenant Coalition has issued a news release calling on the Church of England and the Anglican Communion Office to stop impeding a full, fair and open debate on the proposed Anglican Covenant. The news release has a point by point record of the steps the people around Archbishop Williams have taken to prevent any meaningful debate and to marginalize dissenters. It concludes with NACC Moderator Lesley Fellows's devastating comment:

“We are not afraid of an open, fair, and honest debate. If the supporters of the Covenant had a stronger case, perhaps they wouldn’t be either.”

In the meantime, some dyspeptic Canadian goes a little bit further in this post at the official NACC blog, Comprehensive Unity.

And why is it that so much of the pro-Covenant case coming out of the establishment reminds me of this:

It isn't the dishonesty - it's the stupidity

So Canadian Minister of State for International Cooperation Roy Orbison . . . er . . . Bev Oda didn't want to approve continued funding for KAIROS, a Canadian ecumenical group that does development work around the world.

Oh well. She's the Minister and I'm not. She gets to decide that. I don't. Such is politics.

Like many people, I think the decision is boneheaded - and appears to be based on nothing but the Harper Conservatives' bizarre belief that anyone who doesn't hate Palestinians is an anti-Semite. (Seriously - the 42 Year Old Vigin Jason Kenney is quite free with accusations of anti-Semitism, and sometimes even directs them against Jews.)

The Conservatives are the government - and thanks to a coalition with Count Ignatieff and the Liberals - they have managed to retain the confidence of the House of Commons for more than five years. As a result, they get to decide which organizations will receive government funding and which ones will not.

If they want to base their decisions on delusional fantasies about anti-Semitism, they get to do that.

But here is the problem. In doing what she had every right to do, Bev Oda lied.

The Sir Humphreys who staff the Canadian International Development Agency were of a mind to continue the CIDA financial support that KAIROS had been receiving for almost 40 years. They prepared a document for the Minister in which they recommended the extension of the grant for another four years.

Now, I've worked in government bureaucracy. It is not at all uncommon for Ministers to decide that they will not take the advice of their officials. It is right and proper, at the end of the day, that the decisions are made by the people who have a Parliamentary mandate to make those decisions and who will be politically accountable for those decisions.

Despite Stephen Harper's bluster and misdirection, no one has disputed Bev Oda's right to suspend the funding - or, more accurately, to reject the proposal to continue funding.

If Bev Oda had the competence God gave a particularly stupid goldfish, she would have sent the documents back to the officials unsigned. She would have informed them that she was not going to approve the funding, and that would have been that. Alternatively, she could have instructed them to prepare another version of the document with an "I do / do not approve" option.

Either way, she had the means to reject the funding application without looking like Roy Orbison's stupider sibling.

Instead, Bev Oda inserted the word "not," in ink, into the wording of the recommendation above the signatures of the senior CIDA officials. She tried to create the false impression that the officials had recommended exactly the opposite of what they had recommended.

In other words, Bev Oda lied.

Not only that, she lied incompetently.

But most of all, she lied unnecessarily.

So for me, it isn't the dishonesty that's shocking. I've known politicians to be dishonest before. Heck, in the great scheme of political dishonesty, this isn't even a big one.

No. For me it's the stupidity.

Lying when you're caught out at something is, if not admirable, at least understandable.

Lying for no reason at all is simply inexcuseable.

In fact, it's just plain dumb.

Bev Oda may not be thrown under the bus immediately - but you can rest assured that her political advancement in the Harper heirarchy is done like dinner. She's an embarrassment - and Harper doesn't like to be embarrassed.

When her political obituary is written within the next year or so, people will blame her demise on the fact that she lied to Parliament and to the people of Canada.

The reality, though, is that she torpedoed her own political career because she is mind-numbingly stupid. The lie is merely a symbol of her incredible incompetence.

Why are the cowards at Sports Illustrated afraid of this ad?

It is a curious form of religious freedom when only certain types of Christians - those of the extreme right - are allowed to buy advertising in the public square.

Sports Illustrated has refused to run this ad. They claim that it was on advice of the legal department that the ad was "too jarring." In fact, it's because Sports Illustrated (most famous for its annual soft porn edition) is published by cowards who are afraid of the so-called Christian right.

Similarly, in 2004, CBS refused to run this ad during the Super Bowl from the United Church of Christ because the ad did not conform to the agenda of the Christian right. Other religious ads - including an anti-choice ad by an NFL player and financed by right wing Christian groups - have been allowed. But because this ad about Jesus radical welcome to even the outcasts and sinners was banned by CBS.

Save Hockey: Fire Bettman, Fire Campbell, Fire Cherry, End Fighting

Bloody enough!

It wasn't a hockey game. It was a disgrace.

A total of 346 penalty minutes (all but four minutes for violence). Ten game misconducts.

The New York Islanders weren't interested in playing hockey at all. This was about violence, intimidation and retaliation.

So why is it that professional football rarely sees fights?

It's because both the CFL and the NFL are run by people who . . . aren't brainless morons. (As bad as CFL officiating usually is, at least thuggish behaviour will get it's comeuppance.)

In professional football, fighting is expensive. In addition to penalty yards assessed, a player who starts a fight is almost certain to be expelled from the game and significantly fined.

In hockey, idiots like Don Cherry celebrate the brawlers, incompetents like Campbell tolerate the brawers, and fools like Bettman . . . well, hasn't Bettman already demonstrated that he doesn't have the talent to run a roadside lemonade stand?

I've long since stopped watching the pathetic joke that these useless jackasses pretend is a professional sports league. I'll happily watch international hockey - y'know, games where actual hockey and actually athletic skill still matter.

But the NHL? Why bother?

Small victories

Despite the odds, the quixotic little band that decided to stand up against the proposed Anglican Covenant had two small victories in the past couple of days.

Admittedly, the setbacks still hold the higher tally, with three provinces having approved the Covenant (Mexico, Myanmar and West Indies).

And then there was the background document produced by the Church of England - a purely one sided puff piece that would have put Pravda or Izhvestia to shame. I'm advised that background material on controversial issues has always included a balance of material and a reasonable presentation of the case for each side. However, Dr. Williams believes that such institutional integrity and fairness no longer has a place in Anglicanism.

Nonetheless, two little victories this week.

First, in the Diocese of Oxford (CofE). Details are a bit sketchy, and I can find nothing on the diocesan website. Yet I am advised that, while the Bishop of Oxford asked the diocesan synod to pass the Covenant, the synod chose instead to refer it for further discussion to the deanery synods.

More substantively, perhaps, was the discussion in the Diocese of East Carolina (TEC), which passed a fairly comprehensive resolution which not only did not approve the Covenant, but expressly and specifically rejected it in its present form. Indeed, the final clause of the resolution refers to:

. . . our desire that any future Covenant presented to the Episcopal Church represent more truly, with greater clarity and full recognition of voices of laity and clergy, our Anglican tradition and Christian faith.

But it's the whereas clauses that make me smile most of all, with their incisive deconstruction of the power grab inbuilt in this curializing Covenant.

Like:

Whereas we believe the Anglican Communion Covenant raises the four "Instruments of Unity" to the status of governing bodies with unprecedented power

Like:

Whereas the Anglican Communion Covenant provides no right of appeal to the judgement of the newly empowered Standing Committee of the Anglican Communion

Like:

. . . creating a Church of full members, second class members and former members

Like:

. . . the Anglican Communion Covenant asks that we submit our processes of discernment to the will of an ill-defined body without checks and balances

All in all, a pretty good summary of why this proposed Anglican Covenant is an incredibly bad idea that deserves to be tossed on the trash heap of history.

I'm just waiting for the Bishop of St. Asaph to go all Godwin on them.

Michael Ignatieff thinks you're an idiot

Brian Topp, as usual, has the rights of it.

The Ignatieff Liberals are up to their usual tricks. Having done everything they could to sustain Stephen Harper in power, having supported massive and unsustainable corporate tax cuts, having ignored the brewing pension crisis, having conspired with the Tories to prevent any meaningful action on climate change, the Count and his court have completely reversed course and are trying to out NDP the NDP.

Of course, they do this every election. Indeed, pretending to oppose the policies they actually support has been the Liberal Party's standing operating procedure for the better part of a century.

"Conscription if necessary," said the principle-challenged Billy King in the 1940s, "but not necessarily conscription."

Followed up in the 1960s by Lester Pearson (the "defrocked Prince of Peace") with "Bomarc missiles if necessary, but not necessarily Bomarc missiles."

Then Pierre Tudeau's "wage and price controls if necessary, but not necessarily wage and price controls."

In the 1980s and 1990s, it was the John Turner / Jean Chretien two-fer of "Free Trade if necessary, but not necessarily Free Trade."

Now, the technical term for anyone who believed in 1988 that the Liberals would ever oppose any reciprocity agreement with the United States is "idiot." The Liberals had been the party of Free Trade for more than a century, and were again the party of Free Trade just as soon as their arses were safely ensconsed on the right of the House. To believe that, for a few brief weeks in the fall of 1988, the Liberals had completely reversed themselves on the defining issue of their party required a certain level of stupid. United States Marine Corps Commandant General James Amos was the only one of the service chiefs who actively opposed the repeal of "Don't Ask, Don't Tell." However, he also said that, if it were repealed, the Marine Corps would "step out smartly" to implement the change.

In this video, General Amos - along with USMC Sergeant Major Carlton Kent - explains that the repeal will be implemented through effective leadership and calls on Marines at all levels to show the kind of leadership required.

As set out in my previous post, Roman Catholic Archbishop of Regina Daniel Bohan and Anglican Bishop of Qu'Appelle Gregory Kerr-Wilson have signed a Covenant committing the two dioceses to strengthen their common witness by worshiping together, by upholding each other in prayer, by working together on projects of common concern and by keeping communication open and intentional.

A Covenant worth supporting

No, dear readers. I haven't changed my mind. I still find +Rowan's proposed Anglican Covenant a silly idea, conceived in desperation, to replace authentic Anglicanism with a centralized, curial and authoritarian quasi-papacy.

But this afternoon, a more worthwhile Covenant will be signed between the Anglican Diocese of Qu'Appelle and the Roman Catholic Archdiocese of Regina. The text of the agreement can be found here, and the media advisory can be read here.

The Covenant comits the two dioceses to:

1. Hold a prayer service each year, ideally during the Easter season, alternating between the two cathedrals, with our bishops present. This would take the form of an annual service of reconciliation, with participants (planning, officiants, servers, lectors, choir, etc) from both churches.

2. Commit ourselves to regularly remembering the other church and its leaders, and our relations, in our intercessions at each Sunday eucharist.

3. Join together on a justice-related initiative locally and/or sponsor a justice-related project where our churches are working together in the developing world.

4. Hold joint meetings with First Nations elders in order to promote reconciliation and healing.

5. Commit ourselves to maintaining communication between us when any new development in one of our churches has implications or challenges for the other.

In addition, local parishes and congregations are encouraged to look for ways to live out this Covenant in their local communities.

One of the key people involved in developing this Covenant was Don Bolen, who has since become the Roman Catholic Bishop of Saskatoon. Don used to work at the Vatican's Pontifical Council for Promoting Christian Unity and is one of the Roman Catholic Church's recognized experts on relations with Anglicans. Two years ago, the Archbishop of Canterbury awarded him the Cross of St. Augustine in recognition of his work on Anglican - Roman Catholic relations.

No, not the "I'm too sexy" guy, but rather the Most Rev'd Fred Hiltz, Primate of All Canada, who is quoted in this story in the Anglican Journal regarding the Primates Meeting and the declared intentions of some of his colleagues to skulk away instead of turning up.

Reports that some primates with more conservative theological views are planning to boycott the meeting “does nothing to model for the church what it means to try and live with difference,” he added. “To simply say, ‘I refuse to come’ is anything but exemplary of the office and ministry to which we are called.”

To Brad Wall: The Court of Appeal was right, so stop being silly

Last May, I blogged about the foolish decision of the Saskatchewan Government to refer to the Court of Appeal two proposed pieces of legislation which would have allowed civil marriage commissioners in Saskatchewan to refuse to perform same sex marriages. One would have created an exemption for all marriage commissioners, the other only for those who were already marriage commissioners prior to the legalization of equal marriage in Saskatchewan in 2004.

This week, the Court of Appeal ruled that either of the proposals would be unconstitutional. Now, technically it was a split decision by the five judge panel. Three of the judges said it would be unconstitutional. The other two said it would be completely unconstitutional.

You'd think that would pretty much settle the matter, wouldn't you. Our provincial government had wasted $200,000 on a court reference that a brain-damaged chimpanzee could have told them would be rejected as unconstitutional.

But no. With Premier Brad off test-marketing himself for a chance to replace Prime Minister Harper at the head of the federal Conservatives, Justice Minister Don Morgan has been musing publicly about how the government might defy the courts and establish some back-alley workaround to allow these civil officials to refuse to do their jobs.

As I pointed out last May:

The office of Marriage Commissioner was not designed to be merely religiously neutral. It was designed to be completely non-religious. No religious rules. No religious tests. No religious restrictions. No religion.

What we have here is a request that Orville Nichols should be allowed to keep a civil appointment even though he openly intends to use it to impose his religious views on citizens.

Would we be so understanding if a member of the Aryan Nations Church who happened to be a Marriage Commissioner refused to solemnize the marriage of a white man and a First Nations woman? I doubt it.

Would the Saskatchewan Party want to argue that the Canadian Forces should be required to accomodate the scruples of a pacifist? Or would they argue that perhaps a pacifist might consider a non-military career?

Would they want to force a meat processor to accomodate the scruples of a vegan who'd taken a job as a butcher? Or would they suggest that someone hired as a butcher should be prepared to cut meat or cut the strings?

Would we even be talking about this if it had been a Roman Catholic Marriage Commissioner who refused to solemnize the marriage of someone who was divorced? Not on your life.

The purpose of this entire legal circus is for the Saskatchewan Party to have a wedge issue that will play to a particularly rabid part of their base. There are a lot of people who don't care for equal marriage - and they mostly vote SaskParty.

Government services cannot be denied to citizens based on the religious prejudices of the public servant. Indeed, there is no provision in law to create such an exemption based on a public servants views on religion, race or politics. But Don Morgan proposes that one form of prejudice should be deliberately accommodated. As Madame Justice Gene Anne Smith put it for the minority:

Astonishingly, this clause would grant to a public official, charged with the delivery of a public service, an immunity to the anti-discrimination provisions of the [Saskatchewan Human Rights] Code not enjoyed by any other person in this province.

It is long past time for Premier Brad Wall to demonstrate some actual leadership instead of merely screen-testing for other job prospects. It is time that the boy-premier grew up and started trying to be the premier for all of Saskatchewan and not merely for the most backward, blinkered and bigotted subset of his base.

At the time, I felt the foolishness of the court reference deserved a double facepalm, since one facepalm was clearly insufficient. Don Morgan's determination to defy the Court of Appeal clearly requires something more.

Some blogs have been carrying lists of their most commented posts each month of the previous year. Sounded like fun, so here we go.

January - As befits a new year in which I returned (still somewhat unexpectedly) to full-time stipendiary ministry, the January post to get the most attention was New beginnings, with six comments.

February - The attempt to have the Church of England General Synod endorse North American schismatics ended up being roundly defeated, in part because of the excellent work of Canon Alan Perry, which I blogged about at Clouding the issue with facts, generating 57 comments.

March - There was a tie between two posts with six comments each. Nancy, your dad would be ashamed was about a Saskatchewan Party constituency association's disgusting use of a 9-11 picture of the buring twin towers to promote a pig roast fundraiser - seriously - and the deafening silence of the Saskatchewan media. O Blest Communion! Fellowship Divine! tells the story of how the clergy at St. Andrew's Cathedral in Honolulu helped me to provide pastoral care for a parishioner and her family after the parishioner had suffered a stroke on holiday in Hawaii.

April - The most commented post for April was the unsolicited PR advice I offered to Pope Benedict XVI in Scandals - and how to make them worse. But I have to say that the most widely distributed post was my April Fools' claim that former Saskatchewan Premier Lorne Calvert and former Minister of Many Things Pat Atkinson were going to be appointed as Liberal Party candidates for the next federal election. Lorne Calvert to run for Ignatieff Liberals went viral on Twitter and generated media inquiries to Count Ignatieff's Parliament Hill office.

May - In a slow month, the two most commented peices for May each got three. HAPPY MAY DAY! included video of my favourite renditions of The Red Flag and The Internationale. The hazards of lying in the age of YouTube exposed a bit of deception from Immigration Minister Jason Kenney.

June - The end of authentic Anglicanism discussed the competing Pentecost letters of the Archbishop of Canterbury and the Presiding Bishop of the Episcopal Church, generating nine comments.

July - I generated six comments with my discussion of the new Canadian G20 police state at Cowardly police leave "anarchists" alone and assault amputee.

August - In a slow month with only two blogposts, My hair looks really good in this video garnered two comments. Unfortunately, the video no longer works - but my hair really did look good.

September - A Happier Church (or at least a happier vicar) reproduced a 2006 piece from the Church Times and generated three comments.

October - Who would Jesus bully? discussed the rash of gay teen suicides, generating eight comments.

November - There were 14 comments on By the Numbers, an irreverent comparison of various Anglican related statistics. I'm still curious about the 427.5 percent year over year increase in Anglican Communion expenditures on accomodations and meetings. That's an increase of GBP 491,717 / USD 791,428 / CAD 799,287. I still think I can come up with better ways to spend $800,000.

December - My last post of the year, Federation, Communion or Church generated 21 comments.

Simple Massing Priest has gone from 10 posts in 2007, to 68 in 2008, 86 in 2009 and 109 last year. Oh, and one so far for 2011.

CORRECTION: In this post, I referred to Archbishop Peers as "the senior primate of the Anglican Communion" at the time of his retirement. I know that I had picked up that piece of information during an earlier exercise unrelated to my anti-Covenant activities. It turns out, however, that this is not correct. Archbishop Robert (Robin) Eames was installed as Primate of All Ireland exactly 62 days earlier than Archbishop Peers, and continued in office more than two years afterwards. This doesn't really affect any substantive point of my post, but the Michael Peers I know and love is a stickler for getting things right. My apologies to both Archbishops.

One of the many annoying rhetorical fourishes of late has been the claim that opposition to the proposed Anglican Covenant constitutes a desire to "change" the Anglican Communion into a "loose-knit federation" of autonomous churches. Of course, this assumes an entirely revisionist view of Anglican history - actually, less revisionist than Orwellian.

International Anglicanism has always been a relationship among autonomous churches. While there were occasional communications among the Church of England, the Scottish Episcopal Church and the Episcopal Church in the United States in the early days, the actual relationship was largely one of (mostly benign) neglect. The English church did assist the Scottish 'Piskies to re-establish episcopacy, and the two British churches both ordained bishops for the Americans.

At the time, both the English and the Scots offered some guidance to the newly forming American church, but neither ever claimed authority. In each case, the Americans discerned for themselves what advice to take and what to leave aside. They did reinstate the Nicene Creed into the eucharistic rite, as suggested by the Church of England. They did not accept the English advice to accord more power to the House of Bishops than to the House of Deputies.

Mutual recognition of ministry was a bit of a dodgy issue. The legislation which enabled the English to ordain bishops for the Americans expressly stated that those so ordained and those ordained by them would not be permitted to function in England. The ordination of the fourth American bishop by the CofE was partly driven by the fact that the English thought the Scottish episcopal pedigree of America's first bishop a bit dodgy.

When he retired in 2004, Michael Peers (who confirmed and ordained me) was the senior primate of the Anglican Communion. Here is what he had to say in 2000, four years before this Covenant silliness ever raised its head.

[W]orldwide Anglicanism is a communion, not a church. The Anglican Church of Canada is a church. The Church in the Province of the West Indies is a church. The Episcopal Church of Sudan is a church. The Anglican Communion is a 'koinonia' of churches.
We have become that for many reasons, among which are the struggles of the sixteenth century and an intuition about the value of inculturation, rooted in the Incarnation, which has led us to locate final authority within local churches.
We are not a papal church and we are not a confessional church. We are autonomous churches held together in a fellowship of common faith dating from the creeds and councils, recognizing the presidency of a primus inter pares (the Archbishop of Canterbury), often struggling with inter-church and intra-church tension, but accepting that as the price of the liberty and autonomy that we cherish.
As I said to the members of the Council of General Synod last month, the price of this includes a certain measure of messiness.'

A Christmas Allegory

My first Christmas at the parish where I currently hang my biretta, we had a great adventure searching for Jesus. I blogged it here.

Although the choreography was slightly altered this year (with Mary and Joseph at the front of the choir stalls on the north side and the shepherds on the south), and although one of the magi met with a mishap (Mind the Camels sign notwithstanding), I represent the story in its original. The picture at the top is the creche inside the altar.

Searching for the Christ Child

The title isn't quite so allegorical as you think. We actually spent about ten minutes before the Christmas Eve service desperately seeking the Baby Jesus for the main creche at the parish where I serve as interim priest.

It is actually a very interesting creche, set up inside the altar itself. A simple wooden chevron suggests the stable, while the remaining figures stand on black satin.

It was already in place on Sunday last. Actually in the Sunday before last as we compromised the calendar in the interest of the children's pageant. But Sunday last the creche had only its minimalist roof, one ox and one ass. Mary and Joseph were not far away - standing on the altar pavement - but they hadn't arrived yet. The shepherds weren't there yet either, out tending their sheep on the edge of the pulpit. And the magi were in the middle of the aisle at the back of the church, still some ways away.

Tonight, Mary and Joseph, and after some panicked moments, the Baby Jesus, were all installed in their places. The shepherds were "summoned to his stable" during the gradual hymn. And the magi were now half way up the aisle - accompanied by a helpful Mind the Camels sign prepared by my good wife.

It was a good celebration in a community which seems increasingly hopeful and future oriented. And generally united. There is no parish on earth that doesn't have some divisions and tensions. But this little parish seem quite determined to be a
family together.

We found Jesus tonight at St. James - literally, allegorically and eucharistically. We all came to the same table, together. That is where we belong in worship - at the same table, together.

Unsolicited Advice

I've been stewing over this matter for a few weeks now, but this piece of information has moved me to say something.

It turns out the Diocese of St. Asaph in the Church of Wales (yr Eglwys yng Nghymru) is looking for a Communications Officer. That can only be a good thing, because the Bishop of St. Asaph desperately needs some competent public relations support.

You will recall that, around the time of the launch of the No Anglican Covenant Coalition, the Bishop of St. Asaph, Gregory Cameron embarrassed himself, describing critics, opponents and sceptics of the proposed Anglican Covenant as: "Little Englanders" and "the nearest to an ecclesiastical BNP."

Let us be clear. Bishop Cameron was saying that critics of the proposed Anglican Covenant - a document which he had no small part in drafting as Secretary of the Covenant Design Group - are fascists. The BNP or British National Party is the largest fascist political party in the United Kingdom.

Now, Bishop Cameron has since said that he didn't really mean it. Or at least, not part of it. Or perhaps he did. Except for maybe possibly he might not have meant all of it. Unless he did.

In an incoherent bleating quoted in The Church of Ireland Gazette, Bishop Cameron rambles as follows:

I have to accept that the comparison to the BNP has offended because some people have taken this as an accusation of racism. This was not my intention, and I have never wished to make such an accusation. The Church Times advert reminded me strongly of the rhetoric of the far right in British politics . . .

Now, I'd like you all to go re-read that quote. You'll notice that this isn't even the usual politician's non-apology apology:

I'm sorry you were offended.

Instead, this is:

I did mean to call them fascists. I just didn't mean to call them racists.

Here is my unsolicited advice to Bishop Cameron:

When you've said something bone-headedly stupid and mind-numbingly offensive, your clarification should include either the word sorry or the word apologize - or possibly both. Otherwise, don't bother saying anything at all, since you're only going to embarrass yourself further.

Perhaps that new Communications Officer might be able to teach Bishop Cameron how to behave in public.

Obligations Met

Let it never be said that 'Rider fans don't fulfill their obligations. And the real winner here is the sick kids at Hopitale Ste Justine in Montreal.

The first picture is the Captain and crew of HMCS QUEEN - with the poor CO decked out in an Als jersey.

I will note three things.

Darian Durant is only the second quarterback in CFL history to lead his team to back to back Grey Cup appearances in his first two years as a starter.

The Saskatchewan Roughriders lost those two Grey Cup games by a combined total of four (4) points.

A mere 13 months ago, people talked about how Anthony Calvillo was a guy who couldn't deliver the Grey Cup.

Marsupial Moot

Canon Alan Perry, a Canadian expert on canon law in the Anglican tradition, has started a amusingly named blog called Insert Catchy Blog Title Here. His latest post is well worth the read.

Having previously put paid to the pro-Covenant proof-texting claims that the autonomy of member churches is respected, Canon Perry has written yet another brilliant expose on the proposed Anglican Covenant. In this case, he focusses on the deliberate vagueness regarding the phrase controversial action in the final draft of the document.

Drexel Gomez's Covenant - whether negligently or deliberately - fails to establish any sort of due process for determining what is or is not a controversial action, what is or is not an action incompatible with the Covenant or how relational consequences are to be applied.

The Covenant’s assurances of Provincial autonomy have been likened to telling a child that he can decide for himself whether to eat his broccoli or not, but if he doesn’t eat the broccoli he won’t get any pudding. With respect to what the rules are, the Covenant is like putting dinner in front of a child with a vague warning that he must eat properly or risk some unspecified “relational consequences”. And what does “properly” mean? Using the correct utensils (without being told what that means)? Eating the various dishes in a correct (but unspecified) sequence? Correct use of condiments (whatever that might be)? Eating the broccoli? Cleaning the plate? Stopping when full? Some unspecified combination of the above? In the absence of a clear rule, what is the poor child to do?

It's difficult even for the most reasonable person to obey the rules if the rules are only to be made up after the fact based on the random grievance of people who don't get their way.

Canon Perry, ever so discreetly, says:

Lack of clarity of what the rules are is a recipe for arbitrariness. It is a denial of the concept of the Rule of Law, opposite of which is the Rule of Men.

Or, to put it another way, here is what canon law and procedural fairness will look like in the New and Improved Post-Covenant Anglican Communion.

Naval Centennial Grey Cup Wager Benefits Charity

REGINA – The 2010 Grey Cup game has a special significance for the Canadian Navy. Coincidentally, the Canadian Navy and the Saskatchewan Roughriders are both celebrating their centennial. Furthermore, the Montreal Allouettes are from the same city as the Navy team that won the Grey Cup in 1944.

To mark the occasion the frigate HMCS Regina and Regina’s Naval Reserve Division HMCS Queen have made a wager with the frigate HMCS Montreal and Montreal’s Naval Reserve Division HMCS Donnacona. Each has put up $250 to be donated to a charity in the winning city. A similar wager prior to last year’s Grey Cup game resulted in a gift of $1000 to the Montreal Children’s Hospital.

Donnacona’s Commanding Officer, Cmdr. Kim Kubeck, is very confident. “In 1944, Donnacona became the only Navy team to win the Grey Cup. It’s only right that another Montreal team should repeat the victory in the Navy’s centennial year.” An Allouettes repeat would cause $1000 to be donated to Hospital Ste Justine, another children’s hospital.

Her opposite number in Regina sees things a little differently. “The Riders and the Navy share a centennial, and the Riders have always been very good to the Navy,” according to Lt.-Cmdr. Corey Thiemann. “As the Commanding Officer of Queen, I want to see the Riders crown their centennial year with a Grey Cup.” A Rider victory would cause $1000 presented to the Hospitals of Regina Foundation to support paediatric medicine.

In addition to the charity donation, the losing frigate will fly the Grey Cup champion team’s flag for one full week, while the Commanding Officer of the losing Naval Reserve Division will wear the winning team’s jersey on a subsequent training night.

HMC Ships Queen, in Regina, and Donnacona, in Montreal are two of 24 Naval Reserve Divisions across Canada. Their mission is to provide trained sailors for Canada’s Navy, and to provide a naval presence in their home cities.

The poem itself dates back to the 16th century, and it has become almost a derivative cliché in Canadian politics when a candidate or a leader finds the tide against them. But it was Tommy Douglas who first brought the phrase to the Canadian consciousness when, after 17 successful years as Premier of Saskatchewan, he was defeated by Regina voters in his first election as federal leader of the newly reorganized New Democratic Party.

"Fight on my men!" says Sir Andrew Barton,
"I am hurt, but I am not slain;
I'll lay me down and bleed awhile,
and then I'll rise to fight again.

Earlier today, the Church of England General Synod approved the first step towards adopting the proposed Anglican Covenant. Technically, the matter before Synod today only sends the Covenant to the dioceses for consideration, and there were certainly many speakers in the debate who indicated they would vote for the Act even though they were far from convinced of the value of this Covenant - and for some, of any Covenant.

Those of us who are active in the No Anglican Covenant Coalition would have loved nothing better than to derail this Act today. We didn't get our wish. Our statement on the matter is here (warning - .pdf).

My Church of England colleagues can be proud of the fact that the Covenant is now a real issue with English churchfolk.

The CofE establishment will not be able to get this passed on a nod and a wink, with no real debate or discussion, as they so clearly hoped. They will be forced to square the circle of their odd narrative: that the Covenant is absolutely vital but doesn't really change a thing.

Why is the Archbishop afraid of an honest debate?

It's been a very busy day, and I haven't had the time to blog about the developments in the No Anglican Covenant Coalition's campaign.

We issued a release yesterday (warning - .pdf) emphasizing the importance of having a real debate about the proposed Anglican Covenant prior to today's vote at the Church of England General Synod.

It appears that the establishment do not agree. The Archbishop of Canterbury used his presidential address to the Synod to dismiss Covenant critics without answering a single one of the concerns that have been raised. He blithely repeated the meme that the Covenant has no impact on the autonomy of member churches, completely ignoring the concerns repeatedly raised about the "relational consequences" referred to in Section 4. (Terry Martin, who blogs at Father Jake Stops the World helpfully reproduces the list of "relational consequences" as described in the Lambeth Commentary on the Covenant (warning - .pdf) which include insignificant acts like suspending voting rights in the Communion, revoking membership in the Communion and demanding that other provinces individually suspend intercommunion with the blacklisted provinces. No, nothing punitive there.)

So, instead of making a compelling case FOR the Covenant, Dr. Williams has joined the former Secretary of the Covenant Design Group, the General Secretary of the Anglican Communion Office and the Communion's Director for Unity, Faith and Order in offering up insulting condescension. No compelling case for. No honest response to the legitimate concerns of a range of Anglicans. Simple dismissal.

I swear, I couldn't tell if I was listening to Rowan Williams or to Glenn Beck.

Of course, one can take some solace from the fact that the Communion establishment have come out with all guns blazing. We have forced them to abandon their original plan of sneaking this through quietly, and we have rendered them feart that we may actually have the capacity to hand them a serious setback.

Here's the thing. It seems to me that there are all sorts of decent and honourable people who support the Anglican Covenant because they honestly believe (whatever reservations they may have) that this is the best way forward. They aren't evil, nasty people. I just think they're wrong.

So let's have a debate.

Whoever has the rights of it, an open and honest debate is only a good thing.

I just don't understand why Rowan Williams and the people around him are so determined to avoid one.

Covenantskeptic developments

We launched the No Anglican Covenant Coalition just over two weeks ago. About ten days earlier, two progressive Church of England organizations, Inclusive Church and Modern Church, had run ads (warning - .pdf) in English church media decrying the Covenant.

Since then, it has been a flurry of activity - including some frankly bizarre antics from a handful of Covenant supporters. They should perhaps consider that namecalling is not the best way to persuade people.

Whatever else may be said, at least now the Covenant is being discussed and debated - although the satirical Mr. Catolick (see below) suggests that putting a complicated piece of business before a newly elected session of the Church of England General Synod is both unprecedented and manipulative.

This week, The Guardian is running a series of articles on the question Should the General Synod sign up to a document that might change forever the Church of England? Today's provocative piece by Simon Sarmiento suggests that is a waste of time and money since it won't accomplish any of the things it is supposed to accomplish. He also mentions something quite disturbing - that some bishops have been advised that bucking Lambeth on the Covenant will "harm their promotion chances." Coalition members have heard of similar dire advice (warnings? threats?) to ordinary clergy who have questioned the value of the Covenant.

To date, I have neglected to mention that the Coalition has also established a blog, in addition to our website. In the most recent entry, my fellow Canadian, Canon Alan Perry, takes on the assurance offered by the Lambeth establishment that section 4.1.3 of the Covenant protects the autonomy of the members churches of the Communion. Canon Perry - who has actually studied canon law - suggests that this is pure bunkum.

A month ago, it appeared that the Anglican Covenant would go through on a nod and a whisper - exactly the way Lambeth Palace wanted. Thanks to a band of obstreperous skeptics, the Covenant is now being discussed, debated and dissected. That can only be a good thing.

Now, as promised, we have Mr. Catolick.

Relational consequences

Canon Alyson Barnett-Cowan, the Anglican Communion's Director of Unity, Faith and Order, has issued a statement - distributed through the Anglican Communion News Service - responding to recent criticisms of the proposed Anglican Covenant. The last two weeks have seen a flurry of critical articles and blogposts - and not all of them from members of the No Anglican Covenant Coalition.

In her statement, Canon Barnett-Cowan does make one very valuable suggestion:

[F]or any Anglican or Episcopalian to be able to properly enter into a discussion about the Covenant it is vital that they first read it for themselves here.

Well, one can hardly disagree with that. Of course, the comment itself is a devious bit of spin, repeating the misleading meme that Covenantskeptics clearly haven't read the final draft of the Covenant and that therefore our criticisms can't be taken seriously. It's actually quite an insulting comment - though I suppose we should be grateful that she hasn't called us fascists.

Alyson, I assure you that I have read the Covenant. I've read it and I find it appalling - and more than a trifle disingenuous.

Canon Barnett-Cowan then answers the criticism that the Covenant constrains the autonomy of member churches by pointing to the convenient fig leaf of section 4.1.3, which does clearly say:

. . . mutual commitment does not represent submission to any external ecclesiastical jurisdiction. Nothing in this Covenant of itself shall be deemed to alter any provision of the Constitution and Canons of any Church of the Communion, or to limit its autonomy of governance . . .

To my mind, this is the single most disingenuous piece of the entire sorry process. Nothing limits autonomy, we are told. "Trust me."

Nothing limits autonomy . . . until we get to sections 4.2.5 and 4.2.7, where the newly rejigged Standing Committee of the Anglican Communion is empowered to recommend:

. . . [R]elational consequences . . .

These relational consequences may include limiting the offending church's participation in the various bodies of the Anglican Communion. You will recall, as a child, being told that you were free not to eat your turnips - but that in consequence you wouldn't have any pudding. Now tell me that you didn't feel a trifle threatened by a sanction intended to constrain your autonomy.

Over the past few weeks, even absent the Covenant, we have seen the Archbishop of Canterbury unilaterally (and perhaps illicitly) imposing relational consequences on the Episcopal Church, for pushing the boundaries on issues of human sexuality and on the Province of the Southern Cone of America for uncanonical border crossings. (One also notes that Cantuar was only prepared to act against the smallest of the poaching provinces, letting Rwanda, Nigeria, Kenya and Uganda off scot free. Not only are relational consequences imposed unilaterally, they are imposed arbitrarily and capriciously.)

Relational consequences, of course, is a euphemism for sanctions. To suggest, therefore, that the Covenant does not impinge on the autonomy of member churches is highly disingenuous. Where international Anglicanism once held autonomy and interdependence in creative tension, we see autonomy eviscerated and interdependence replaced with centralization.

Now, while Canon Barnett-Cowan doesn't go there, certain other Covenant apologists have made much of the fact that the Standing Committee does not impose, but merely recommends these relational consequences.

In order for one to take solace in this, one would need to have slept through the past few years of Anglican history. In Lambethspeak, recommendation does not mean what it means elsewhere in the English speaking world. A recommendation from a duly constituted Anglican Communion committee has (or at least very nearly has) the force of law.

The clearest and most unambiguous example of this is the Anglican Covenant itself, which arose originally as a recommendation of the Eames Commission in the Windsor Report. From that point to this, no official body of the Communion has had a serious discussion about the merits of the recommendation, or whether the recommendation should be accepted or rejected. Instead, by executive fiat of the Archbishop of Canterbury, it was determined that there would be an Anglican Covenant come hell or high water. By executive fiat of the Archbishop of Canterbury, a Covenant Design Group - heavily tilted towards those who openly sought the sanctioning or displacement of the Episcopal Church - was established. By executive fiat of the Archbishop of Canterbury the present draft of the Covenant was declared to be the final "take it or leave it" version. By executive fiat of the Archbishop of Canterbury, the relational consequences are being imposed even without the Covenant having been adopted.

I will agree with Canon Barnett-Cowan that people should read the Anglican Covenant. But I would caution people that the Covenant should not be read in isolation, and must not be read without a realistic understanding and appraisal of the context in which it was written.

It is clear to all but the willfully blind that there is a hunger for the centralization of authority in the Anglican Communion - and that the pressure for an Anglican Covenant arises from this hunger. It is likewise clear that the power to recommend and to impose relational consequences, having been established, will be expansively exercised - for it is already so.

Diocese of Saskatoon - a step closer to same sex blessings?

Last weekend, the Anglican Diocese of Saskatoon voted - narrowly - to ask their bishop to authorize the blessing of same sex unions, but only once the national church has lifted the implicit moratorium. The motion apparently carried by one vote among the clergy with six abstentions, and by one vote among the laity with one abstention. CBC coverage of the story is here. As of this writing, there is nothing on the diocesan website. Integrity Saskatoon comments here. The bishop has apparently declined either to assent or to withold his assent until at least the next meeting of the House of Bishops. This all follows a vote at a previous synod in which blessings were narrowly defeated.

Saskatoon is the not the first diocese in Canada to pass such a motion. Blessings are already a fact of life in the dioceses of New Westminster (Vancouver and area) and Niagara (Hamilton and area). The Archbishop of Toronto has just given his approval. The dioceses of Montreal, Ottawa and British Columbia (Vancouver Island) have all passed similar motions.

How would you say "Godwin" in Welsh?

It's called Godwin's Law. It's the internet adage originally asserted by American lawyer Mike Godwin:

As an online discussion grows longer, the probability of a comparison involving Nazis or Hitler approaches one.

Meaning that, as an internet discussion goes on, eventually someone will - as night follows day - draw a comparison between the other person's position and the Nazis. It's also known as Reductio ad Hitleram.

In internet culture, it is a corollary of Godwin's Law that whoever uses the Nazi / fascist analysis first, automatically loses.

Of course, this is one of those "rules" that isn't really a rule. Sometimes people really are advocating fascism, and it is perfectly reasonable to call them on it.

But describing someone or something or some idea as "fascist" when it is manifestly not just makes the person drawing the comparison look silly. Or worse.

I mean, what sane human being takes Glenn Beck seriously?

The ill-considered use of fascist comparisons can have serious consequences. I have a friend who had to resign from a job and was essentially blacklisted because he had considered using a cartoon loosely comparing the opponent to the Nazis. (In fact, he had decided quite on his own that it was over the top, but the very fact of having considered the idea was enough. If only Glenn Beck et al could be held to account.)

In the past couple of weeks, a pair of British bishops have found themselves mired in the consequences of Godwin's Law.

John Broadhurst, Bishop of Fulham, was made a bishop to provide "sacramental assurance" to a certain segment of AngloCatholics that their priests (and therefore their sacraments) had not been infected with girl-cooties. As the Church of England slowly begins to drag itself into the 20th century (that is not a typo), Bishop Broadhurst has accused advocates of woman bishops of being fascists. Most people, quite rightly, have been treating Broadhurst like a bit of a joke.

Gregory Cameron, Bishop of St. Asaph in Wales apparently missed the nearly universal derision directed to Bishop Broadhurst. Cameron, one of the chief architects of the proposed Anglican Covenant accused Covenant-skeptics of being "Little Englanders" and compared them to the fascist British National Party. His letter to the Church Times - quite an extensive missive - buries his only substantial point underneath five or six paragraphs of namecalling.

Now, I understand that it may hurt one's feeling when other people pan your stuff. Heck, as a professional writer from time to time, I've seen my deathless prose butchered by any number of semi-literate hacks. One has to learn not to take it personally.

As to his one substantive point - that the Covenant explcitly says that it does not require "submission to any external ecclesiastical jurisdiction" - I've already dealt with that particular legal fiction here.

Ironically, Godwin would appear to be a name of Saxon origin. It seems odd that Godwin's Law should fall so close to a Scottish bishop of the Church in Wales. I wonder what's Welsh for "Godwin."

In the meantime, the Church Times Question of the Week is: "Should the Church of England reject the Anglican Covenant?" As I write, it stands results are: Yes 81% - No 18%. Presumably the other one percent are searching under their beds for Nazis.

Comprehension for the Sake of Truth

Many of you will have noticed my last few blogposts - not to mention the odd Facebook Status - that spoke of a major announcement to come today. Many of you will be completely unsurprised that this announcement has been planned for the commemoration of the definitive Anglican theologian, the Judicious Divine, Dr. Richard Hooker.

At 11:00 a.m. GMT (that's 7:00 a.m. EST and 6:00 a.m. here in the centre of the universe) the No Anglican Covenant Coalition was formally announced through the international media, and the Coalition's website was formally launched.

From the publication of the Windsor Report in 2004 until today, the Anglican Communion has been sleepwalking towards the ratification of a proposed Anglican Covenant - a Covenant that would radically alter Anglican ecclesiology by the unwarranted centralization of unprecedented punitive power in the hands of a small committee. At six this morning my time, the alarm went off to wake us from our collective slumber.

I'm very proud to have played a role in the genesis of the No Anglican Covenant Coalition, and to have accepted the role as Canadian convenor.

INTERNATIONAL CAMPAIGN SEEKS TO STOP ANGLICAN COVENANT

LONDON – An international coalition of Anglicans has been created to campaign against the proposed Anglican Covenant. Campaigners believe the proposed Covenant constitutes unwarranted interference in the internal life of the member churches of the Anglican Communion, would narrow the acceptable range of belief and practice within Anglicanism, and would prevent further development of Anglican thought. The Coalition’s website (noanglicancovenant.org) will provide resources for Anglicans around the world to learn about the potential risks of the proposed Anglican Covenant.

“We believe that the majority of the clergy and laity in the Anglican Communion would not wish to endorse this document,” according to the Coalition’s Moderator, the Revd. Dr. Lesley Fellows, who is also the Coalition’s Convenor for the Church of England. “Apart from church insiders, very few people are aware of the Covenant. We want to encourage a wider discussion and to highlight the problems the Covenant will cause.”

The idea of an Anglican Covenant was first proposed in 2004 as a means to address divisions among the member churches of the Anglican Communion on matters ranging from human sexuality to the role of women. The current draft of the Covenant, which has been unilaterally designated as the “final” draft, has been referred to the member churches of the Communion. The proposed Covenant establishes mechanisms which would have the effect of forcing member churches to conform to the demands and expectations of other churches or risk exclusion from the Communion.

Critics of the proposed Anglican Covenant, including members of the new Coalition, believe that it will fundamentally alter the nature of historic Anglicanism in several ways, including the narrowing of theological views deemed acceptable, the erosion of the freedom of the member churches to govern themselves, and the concentration of authority in the hands of a small number of bishops. Two English groups, Inclusive Church and Modern Church, ran anti-Covenant advertisements in last week’s Church Times and the Church of England Newspaper aiming to make more members of the Church of England aware of the dangers of the proposed Anglican Covenant.

"If the Anglican Communion has a problem, this is not the solution,” according to former Bishop of Worcester Peter Selby. “Whether those who originated the Covenant intended it or not, it is already, and will become even more, a basis for a litigious Communion from which some will seek to exclude others."

The launch of the No Anglican Covenant Coalition website coincides with the commemoration of the sixteenth-century theologian Richard Hooker. “Hooker taught us that God’s gifts of scripture, tradition, and reason will guide us to new insights in every age,” according to the Canadian priest and canon law expert, the Revd. Canon Alan Perry. “The proposed Anglican Covenant would freeze Anglican theology and Anglican polity at a particular moment. Anglican polity rejected control by foreign bishops nearly 500 years ago. The proposed Anglican Covenant reinstates it.”

The No Anglican Covenant Coalition began in late October with a series of informal email conversations among several international Anglican bloggers concerned that the Covenant was being rushed through the approval process before most Anglicans had any opportunity to learn how the proposed new structures would affect them.

Many of those who would defend the proposed Anglican Covenant (when you can find them) will argue that there really is no centralization of authority involved at all. After all:

(4.1.3) Such mutual commitment does not represent submission to any external ecclesiastical jurisdiction. Nothing in this Covenant of itself shall be deemed to alter any provision of the Constitution and Canons of any Church of the Communion, or to limit its autonomy of governance. The Covenant does not grant to any one Church or any agency of the Communion control or direction over any Church of the Anglican Communion.

Of course, this conveniently overlooks the fact that the proposed Covenant also empowers the unaccountable Standing Committee of the Anglican Communion to:

(4.2.5) . . . recommend to any Instrument of Communion relational consequences which may specify a provisional limitation of participation in, or suspension from, that Instrument . . .

So, there is no control or direction . . . but if you don't toe the line, there will be consequences.

The Frogs Desired a King

The Frogs were living as happy as could be in a marshy swamp that just suited them; they went splashing about caring for nobody and nobody troubling with them. But some of them thought that this was not right, that they should have a king and a proper constitution, so they determined to send up a petition to Jove to give them what they wanted.
"Mighty Jove," they cried, "send unto us a king that will rule over us and keep us in order."
Jove laughed at their croaking, and threw down into the swamp a huge Log, which came down - splash - to the swamp.
The Frogs were frightened out of their lives by the commotion made in their midst, and all rushed to the bank to look at the horrible monster; but after a time, seeing that it did not move, one or two of the boldest of them ventured out towards the Log, and even dared to touch it; still it did not move. Then the greatest hero of the Frogs jumped upon the Log and commenced dancing up and down upon it, thereupon all the Frogs came and did the same; and for some time the Frogs went about their business every day without taking the slightest notice of their new King Log lying in their midst.

Innocuous - like a fox in your henhouse

Lesley of Lesley's Blog (a relatively recent addition to my ecclesiastical blogroll) has posted a column by guest blogger Jonathan Clatworthy, General Secretary of Modern Church. In it, Jonathan takes on the widely held assumption that the Anglican Covenant in a bit of innocuous fluff, or at worst, a benign inconvenience.

My favourite bit:

In practice, once the Covenant was in place there would be immense pressure to toe the line on whatever issue the most intolerant chose to campaign about. One by one the Standing Committee would build up a set of pronouncements which became the Anglican teaching. We would be turned into a confessional sect demanding of our members assent to an ever-increasing list of doctrines.

The way to avoid this absurdity is to make sure the Covenant does not come into effect in the first place.

The title of this post, a quote from the late Saskatchewan premier, Tommy Douglas, seems the only possible title to apply to this courageous video.

While all of the "It Gets Better" videos have spoken a profound measure of hope, this courageous statement by Fort Worth, Texas Councilman speaks that hope so poignantly while presentingg the raw devastation of the despair he felt as a young adolescent. He skips over two sentences that he finds simply too hard to read, but the context makes it clear that he came perilously close to taking the same path of despair that far too many LGBTQTS teens have taken.

Every bully should be forced to watch this.

The Criminalization of Dissent

In Toronto, an adult common-law couple are not allowed to be alone together, cannot communicate by cell phone and must be chaperoned by one of their parents. A 21-year-old woman is not allowed to leave the house unless she is accompanied by her parents. Last week, an Ontario judge ruled that attendance at a Ryerson University seminar violated parole conditions of a Toronto activist.

This weekend will mark the 40th anniversary of the beginning of the end of Canadian democracy - the anniversary of the day that Pierre Trudeau imposed martial law in peacetime based on a completely false tale of "apprehended insurrection." We are a mere 100 days from when Stephen Harper essentially pulled the same authoritarian stunt in connection with the G20 protests in Toronto.

The student has surpassed the master, with Harper's arbitrary arrests more than doubling the number under Trudeau.

With the vantage point of history, it has become fairly clear that Trudeau's fantasy "apprehended insurrection" was nothing but a Reichstag Fire to justify a massive crackdown against his ideological foes. It is swiftly becoming obvious that Harper's $1 billion police state in Toronto was based on much the same authoritarian hysteria.

Stephen Harper is the new Pierre Trudeau - and I don't mean that in a good way.

My daughter has written a moving and disturbing reflection on the issue of bullying and violence targeting LGBTQ people. As always, I cannot say enough how very proud I am of my daughter, who is now a columnist with an online parenting magazine, Connected Mom. She is a wonderful parent and an incredibly gifted writer. Her blogposts and her columns move me, challenge me and more than once have left me in tears.

Please go and read the whole thing. But here is the most challenging part:

When will it get better?

When will the hatred and cruelty and Dehumanizing end? When will LGBT couples be recognized and afforded the same rights as heterosexual couples? When will LGBT people be allowed to live freely and openly no matter what their profession? When will the ‘alternative’ LGBT lifestyle be awarded more consideration and respect than flamboyant pantomimes on prime time?

When will cowardly men stop hiding together in alleys waiting to extinguish all that they have been taught to hate about themselves? Which generation will it be that finally breaks free of the learned hate & teaches the next to be peaceful and accepting?

The bullying, unfortunately, doesn’t end at the doors of high school. It is institutionalized, it is ingrained, it is everywhere. Maybe our capacity to deal with it gets better, maybe we find a little more power in our lives, more independence and control and feel a little more at home in our own skins. But the bullying doesn’t end with high school.

We keep saying it will get better but people are dying and I am tired of waiting.
At her baptism, her mother and her godparents and I promised on her behalf that she would "persevere in resisting evil," that she would "strive for justice and peace," that she would "respect the dignity of every human being."

She is keeping those promises we made on her behalf. That is why she is tired of waiting.

How do I proclaim hope to my daughter? To the families of those countless young men and women - not just the six we heard of in the last few days, but all of them - who saw no way out of hopelessness and despair? To the next victim? And the next? And the next? Where is the Gospel, the Good News?

It does get better.

Not fast enough. Not by a long shot. And too late for some to see the victory this side of the Jordan.

But in the end, evil will not triumph, even when evil steals the mantle of righteousness and blasphemes God by speaking hate in his name.

Evil will not triumph.

In the Words of Dr, King:
When our days become dreary with low-hovering clouds of despair, and when our nights become darker than a thousand midnights, let us remember that there is a creative force in this universe, working to pull down the gigantic mountains of evil, a power that is able to make a way out of no way and transform dark yesterdays into bright tomorrows. Let us realize the arc of the moral universe is long but it bends toward justice.

Who Would Jesus Bully?

My blog friend Grandmére Mimi has been keeping a posted tally of teen suicides as a result of homophobic bullying. Children being harrassed to death because they are (or are perceived to be) gay. There is no defence.

What appalls me is that there are those who would blaspheme the Name of Jesus by opposing anti-bullying programs based on a warped and twisted abuse of the idea of religious freedom.

Here is the email I have just sent to Focus on the Family:
In the name of the Living God, I admonish you to repent of your opposition to anti-bullying programs. This is not about religious freedom. This is about young men and women and little children being hounded to death by bullies.

Your opposition to anti-bullying programs is a disgrace to authentic family values and authentic Christianity.

It is reassuring to know that there are people taking action. Talk show host Ellen Degeneres is using her celebrity to raise public awareness with a video (which I can't seem to embed). And the It Gets Better Project is speaking directly to the kids themselves.

Who would Jesus bully?

Not the tax collector nor the prostitute.

Not the Samaritan nor the leper.

Not the gay nor the lesbian.

And those who claim otherwise are doing the work of the Father of Lies.

Some weeks ago, there was an earthquake in Christchurch, New Zealand. While there was significant damage, there was no loss of life and limited injuries. There was, however, significant damage to property.

The Bishop of Christchurch happens to be a Canadian. Victoria Matthews is the former Bishop of Edmonton. And. longer ago than either of us would likely care to admit, she was doing an advanced degree at Trinity College while I was doing my MDiv. (I recall one of those ever so serious discussions about what we should call female priests - and Victoria's startling assertion that we should call them "Father" as well. I once heard someone refer to her as Vicky. Somehow, I can't imagine her answering.)

There were a number of interesting articles about the role Victoria played in the aftermath of the earthquake. For some time, she slept on the floor of her study, since ther rest of her house wasn't deemed safe. She held crisis team meetings in that study each morning - presumably after rolling up the matress. There were issues of communications, since office emails were in an unsafe building. There were concerns about diocesan payroll being paid out on time. She directed that all diocesan clergy were to wear their collars - whatever their usual practice - so that they might be recognized and approached by people still in distress.

One of the most striking images was of Victoria presiding at the impromptu deconsecration of a chapel. The engineers had declared the structure unsound and in danger of imminent collapse - with the possibility that it could damage the seniors home next door. Here we see +Victoria Christchurch - not in cope and mitre, but in raincoat and hardhat - pronouncing the deconsecration moments after the engineer had given his verdict.

I emailed Victoria - as one does. She was obviously busy, so the delay in her reply is entirely understandable. The content proclaims a gospel message with startling clarity.

Today, as an act of thanksgiving that there was no loss of life, Victoria has asked her diocese to raise $100,000 (NZ$, I presume, so about C$75,000 or US$73,000) for Haiti, where the earthquake last January caused far greater devastation, including substantial loss of life.

It is very easy, in the midst of our own crises great or small, to maintain a proper perspective, to look beyond one's own devastation to see the greater devastation of another.

A Happier Church (or at least a happier vicar)

The following manifesto comes from the Church Times. When I open the link, it's all mushed together and unreadable, so for ease of revolutionaries everywhere, here is the advice of the Rev'd Hugh Raymond-Pickard, Area Dean of Kensington, Diocese of London, Church of England from 2006. Some are CofE-specific and one is dated, but you'll get the point.

There will be mandatory microphone training for all clergy. I never want to hear another child asking: "What's the Vicar doing?" as a member of the clergy fumbles in an unseemly way inside his or her clerical robes in order to switch on a radio microphone.

Signs are to go up outside all churches and vicarages saying, "Please do not apologise for swearing in front of the Vicar." Clergy really have heard all commonly used obscenities, are not shocked, and, in my experience, swear like celebrity chefs when out of earshot of the churchwarden.

To cheer up dull church meetings, members of the Prayer Book Society will be required, when speaking at PCCs and synods, to talk in Elizabethan English.

There will be a fine every time the word "just" is used in prayers. ("We just want to thank you, Lord" etc., etc.) There is no biblical precedent for it; there are no "justs" in the Lord's Prayer, for example. All proceeds to charity.

Once a year, all Evangelical clergy will have to dress up and use incense; and all Anglo-Catholic clergy will preside in knitwear, and display the liturgy on an overhead projector.

There will be a compulsory five-a-side football league at the 2008 Lambeth Conference. Teams will be chosen at random, except for Archbishop Akinola, who will have to play goalie on Bishop Gene Robinson's side. (Imagine the conversation in the showers afterwards.)

This notice is to go up in every church porch: "Thank you for not wearing high-gloss lipstick when receiving the chalice."

Once a year, all clergy must sit through a videotape of themselves presiding and preaching at worship. This will remind the clergy how long-suffering the lay people of the Church of England are.

The phrase "lady vicar" will be banned.

Just for fun, beards must be worn by all male clergy engaged in ecumenical discussions with the Orthodox Churches.

T. S. Eliot may be quoted in the vicar's sermons only once each year.

There is to be a ten-year moratorium on reading The Journey of the Magi at carol services.

A contract will be negotiated with an international coffee-house chain to supply nice-tasting hot beverages after church services around the country. (Instant coffee may only be used in an emergency.)

Bishops will be required to attend drumming workshops. Archbishop Sentamu can then lead an annual massed procession of drumming bishops through the streets of London.

PCC meetings will last no longer than 60 minutes; members will be encouraged to make their contributions once only and as briefly as possible.

The definite article will be inserted into the phrase "fresh expressions of church" so that it reads "fresh expressions of the Church" and at last makes some sense to baffled non-churchgoers.

Electric buttons marked "I don't know this hymn" will be fitted in all pews and will relay to a display in the incumbent's stall.

Hymns Ancient and Modern will at last be renamed Hymns Ancient.

Adverts for clerical jobs will no longer be allowed to carry boasts about the previous incumbent: "Owing to the appointment of the Revd Joe Blogg as Dean/Archdeacon/Bishop (delete as appropriate) we are seeking a new Vicar."

At services where the clergy speak in sing-song voices, the congregation will be authorised to respond in kind.

At weddings, the mother of the bride will be allowed only to do the flowers if she can produce a recognised flower-arranging qualification and references from satisfied customers.

Deanery synods will be suspended for five years. After which time, it will require a two-thirds majority to bring them back into existence.

Finally, the following strap line will be carried on all CofE literature, websites, T-shirts, and bumper stickers: "Taking small steps towards a happier Church of England."

When all else fails, spew hate

Some progressives of my acquaintance like to blame Prime Minister Stephen Harper for the degrading of political discourse in Canada. He certainly shows that he has little if any grasp of the concept of civility. To disagree with him is to be vilified by an army of vapid spokesthingees armed with misleading talking points and odious innuendo.

On more than one occasion, Harper has paid the price of his own asshattery. He was on track to win the 2004 election against a feckless Liberal Prime Minister and a Liberal Party awash in scandal. Then, the Conservative attack machine issued a pair of news releases accusing Liberal Prime Minister Paul Martin and prominent New Democrat MP Bill Blaikie of supporting child pornography.

Having managed to keep his political Tourette's Syndrome under control during the 2006 campaign, he had managed to eak out a minority government. He was on track to win a majority in 2008 when his baser instincts took over, his mask slipped, and he launched into a nasty attack on the cultural industry - costing him seats in Quebec and his desired majority.

Since then, his entire public persona has been turned to demonizing anyone who disagrees with his far right political views.

Seriously, our doufus of a Prime Minister makes Rush Limbaugh look thoughtful, Sarah Palin look smart and Glenn Beck look sane.

But it's not really fair to blame the debasing of our political culture solely at the feet of Stephen Harper. In fact, he's a Stevey-cum-lately to the process.

We need to look back just a decade earlier, to see the way in which Jean Chretien, with his creature Warren Kinsella, framed a series of federal elections around the demonization of Western Canadians, of people of faith, and in particular, of anyone who thought that owning a firearm wasn't necessarily an evil thing.

The touchstone of this mutual demonization has been the Canadian Firearms Registry.

Since this is the only substantive issue on which the Harper Conservatives and the Ignatieff Liberals actually disagree, both parties have an interest in stoking up the temperature of the debate. Both parties use the Registry as a shibboleth - and as a serious source of fundraising.

The Liberals say that the registry is a useful tool for law enforcement and for enhancing public safety.

The Conservatives say that the registry is an unwarranted intrusion into the lives of firearms owners - the vast majority of whom are responsible and law-abiding citizens.

Frankly, they're both right.

While one might question whether the registry is the best public policy option (especially considering the cesspool of waste and corruption involved in creating it), it seems pretty obvious that it is useful to be able to trace individual weapons to individual owners.

But it is also perfectly reasonable to ask why even the most minor omission (ie, late filings) should be treated as a criminal offense. Not to mention the entirely odious enforcement provision that essentially allows the police to set aside the need for a warrant if they claim that there might be an unregistered weapon.

Now, a sane person (that is to say, a person who is neither a Liberal nor a Conservative) might wonder why we can't find a way to fix the current regulatory regime. Why can't we get rid of the anti-democratic search provision, decriminalize minor violations and reduce the cost of registration?

But for the past 15 years, the Liberals and the Conservatives have conspired together to ensure that there could be no reasonable consideration of firearms regulation. Both parties have far too much invested in the registry as wedge politics. Both parties play on fear, both to mobilize their voter base and to raise pots of money. (Of course, the Conservatives are far more effective at raising money of the issue, but that's because of Liberal fecklessness, not want of Liberal trying.)

Both parties are playing the ugliest kind of wedge politics, stoking the worst fears of their respective voter bases. The Conservatives pretend that registration will inevitably lead to contemptuous urbanites confiscating grandpa's duck hunting rifle, while the Liberals pretend that registration is the only thing standing between civilization and armies of crazy farmer descending on Toronto in an orgy of lead and death.

A pox on both their hatemongering houses.

Yes, Stephen Harper and the Conservatives like to drive wedges between Canadians, encouraging a culture of regional envy and demographic distrust. They have watched the Liberal Party under Jean Chretien and they have learned from the masters.

At least when Bowser and Blue Three or Dead Trolls in a Baggie play wedge politics, they're only joking.

Better we should all remember that we're all in this together.

Saying no to the Anglican Covenant

There are no end of articles online setting out the weaknesses and dangers of the Anglican Covenant as currently proposed. Ironically, Rowan Williams's pet project seems to have almost as many detractors on the far right as it has among moderates and progressives.

Last week's meeting of the Anglican Provinces in Africa saw the current draft of Williams's Covenant dismissed as inadequate for its lack of punitive clauses. The demand on the right is for all power to be placed in the hands of a new Curia made up of the Primates, based on the far right's belief that Williams is a weak reed.

The Anglican Covenant is the greatest attempted centralization of authority since the de facto creation of the Anglican Communion due to the final disestablishment of episcopacy in Scotland (1689) and the consecration of the first American bishop (1784). Despite the pretty words of 4.1.3 that the Covenant "does not represent submission to any external ecclesiastical jurisdiction," nor "grant to any one Church or agency of the Communion control or direction over any Church," 4.2.7 is very clear that the newly minted Standing Committee (whose creation has been a sideshow of smoke, mirrors and skullduggery) will have authority effectively to direct "relational consequences" to be imposed on recalcitrant Provinces.

Several commentators have already laid out the dangers of this authoritarian usurpation, including The Modern Churchpeople's Union here, MCU's General Secretary Jonathon Clatworthy here, and Guardian columnist Savitri Hensman here and here. There are countless others, and they aren't hard to find. Among the best are the semi-satirical briefing notes by Paul Bagshaw which purport to be the internal analysis of the non-existent Province of Antarctica, see here, here, here and here. (The picture at the right shows the Executive Archdeacon of the Province with his family. Is it any wonder I so love Antarctic Anglicanism?)

The biggest challenge Covenant-sceptics face right now is that the authoritarian centralization this Covenant entails are not immediately obvious to people who haven't been closely following the Anglican wars over the past year or two. They are unaware of the way in which the "necessity" of a Covenant has been foisted on the Communion by the effective fiat of a British government appointee taking a non-binding recommendation of an advisory committee and essentially declaring it to be an article of faith. They are unaware of the dubious provenance of a Covenant Design Committee presided over by a Primate who has actively engaged in schism, or the effective exclusion of all but the most conservative voices in the entire process. They look on the Covenant as an abstract exercise, and they do not see the problem in the abstract.

But the "final draft" of the Covenant (final because one man has decided it is final) is not an abstract. It is a profoundly unAnglican coup d'eglise, which would see Anglican theology and ecclesiology redrawn as a Frankenstein's monster with the authoritarian centralism of Rome and the reactionary instincts of the American religious right financiers of the ponderous prelates who have manufactured the present crisis.

So, what do we do?

Like any other political campaign - and ecclesiastical politics is no less political than secular politics - we need education and organization.

It is imperative that Covenant-sceptics not sit quietly while the centralizers try to sneak the Covenant in through the back doors of our synods and conventions. We need to speak up in parishes, deaneries, archdeaconries and dioceses about the authoritarian centralism of the Covenant. We need to write letters to diocesan and national papers, to the Church Times and pretty much to anyone who will publish our letters. We need to speak to our friends and colleagues, to our fellow parishioners, both clerical and lay. We need to speak to our diocesan synod / convention delegates.

But education is not enough. Successful campaigns are successful because they organize. Covenant-sceptics must offer themselves for election as delegates to diocesan synods or conventions. We need to offer ourselves as delegates to every level of synod or convention in our respective Provinces. We need to identify as Covenant-sceptics openly, honestly and fearlessly.

We need to develop key messages that appeal to particular constituencies. For example, no honest observer can pretend for a moment that we would have female deacons, priests and bishops in the Angllican Communion today had the Covenant been a reality in the 1970s. Every female cleric should be considering the implications of that - as should any person, ordained or lay, who supports the ordination of women.

Education and organization are the key. And now is the time.

Of course, even if it were approved, the authoritarian centralization of the Anglican Covenant is doomed to fail. After all, as Eddie Izzard says, "The Spanish Inquisition wouldn't have worked with Church of England." And on this, I think Eddie Izzard is far wiser that either Henry Orombi or Rowan Williams.

Martyn Minns has fallen prey to an assumption common to many far right extremists. He assumes that his ecclesiastical opponents are as devoid of decency and morality as he is.

The schismatic bishop has recently accused the Episcopal Church of using Episcopal World Relief and other international mission funding to bribe African Anglicans "to embrace the TEC viewpoint."

Now, as a rule, I refuse to link to extremist websites, so instead I'll link you to Canon Mark Harris's Preludium blog, where he provides the entire delusional Minns quote, along with some helpful hermeneutic.

The thing is, I don't think Minns is actually lying. Technically, a liar must know that what s/he is saying is untrue. But I think the delusional Dr. Minns actually believes that the Episcopal Church would bribe African church leaders. After all, his gang have already done so.

Jim Naughton, formerly on staff with the Diocese of Washington, has fully documented the way that far right activists in the United States have used financial clout in precisely this sort of dishonest way as part of their campaign to marginalize the Episcopal Church.

It's classical projection, of course. Minns and his fellow travellers are prepared to buy the support of African bishops like Peter Akinola and Henry "all that money" Orombi. Minns has some residual moral understanding that bribery (if not simony) is wrong. Therefore, instead of being accountable for the misconduct of his far right allies, he projects his guilt at the object of his hatred, the Episcopal Church.

Because the Episcopal Church, through Episcopal World Relief and other mission and partnership programs, provides financial aid to assorted African dioceses, Minns delusionally claims that any TEC dollars destined for Africa are part of a scheme to bribe people. Rather like the philanderer who suspects his chaste wife of infidelity, really.

The Episcopal Church is the single wealthiest Province of the Anglican Communion, so it isn't surprising that TEC provides resources to any and all other Provinces who are prepared to accept it. (In actions which vaguely resemble integrity, both Nigeria and Uganda refuse to accept money from the American Church.) Despite Minns ravings, there is no evidence at all to suggest that TEC has ever made a single dollar of their financial aid dependent on the recipients "embracing the TEC viewpoint." But then, Minns has never let truth get in the way of his race-baiting, gay-baiting propaganda campaign.

In the delusional mind of Martyn Minns, if the Episcopal Church sends any support to other parts of the Communion, it amounts to bribery.

Of course, if TEC were to stop sending money to other Provinces of the Communion, Minns and his hatemongering allies would condemn them for that as well. So long as we are dealing with the delusional paranoia of the Anglican far right, anything TEC does or doesn't do will be twisted and deformed to be "evidence" of their perfidy. It's the CANA / ACNA / GAFCON version of "does the Honourable Member still beat his wife?"

It now becomes increasingly clear why Minns was consistently unsuccessful in four attempts to become a bishop in the Episcopal Church.

BIBLES FOR BECK: Helping Glenn Beck overcome his Biblical illiteracy

Glenn Beck is a Biblical illiterate. Actually, having watched his show from time to time (at least until I was overcome by the urge to vomit), I'm concerned his illiteracy may extend well beyond Scripture. But he is certainly illiterate there. He believes, for example, that there is nothing in the Bible about social justice.

Fortunately for Godless Glenn, the President of Union Theological Seminary has taken him to her heart, and has initiated a campaign to provide Glenn Beck with Bibles - Bibles with the many social justice passages conveniently highlighted.

Dear Mr. Beck,

Serene Jones here. I'm President of Union Theological Seminary in New York, home of James Cone, the scholar featured on your liberation theology program this week.

I write with exciting news. Bibles are en route to you, even as we speak!
Kindly let me explain. On your show, you said that social justice is not in the Bible, anywhere. Oh my, Mr. Beck. At first we were so confused. We couldn't figure out how you could possibly miss this important theme. And then it hit us: maybe you don't have a Bible to read. Let me assure you, this is nothing to be ashamed of. Many people live Bible-less lives. But we want to help out. And so, as I write this, our students are collecting Bibles from across the nation, packing them in boxes, and sending them to your offices. Grandmothers, uncles, children, co-workers -- indeed, Bible-readers from all walks of life have eagerly contributed. They should be arriving early next week, hopefully just in time for your next show. Read them with zeal!

Oh, I almost forgot: we've marked a few of the social justice passages, just in case you can't find them.

But as good as this might sound, that's not all! You express such a fervent desire to interpret the rich faith of the gospels that we have decided to offer you a substantial scholarship to Union for advanced theological studies, should you matriculate. Indeed, a fundraising campaign is already underway to offset the cost of your education. It is true that in your case you may need some remedial study before Master's level work can commence, but we are willing to work with you as you come up to speed with the rest of our student body.

In this regard, may I recommend preparatory summer readings? Have you heard of John Calvin's Institutes of the Christian Religion or Reinhold Niebuhr's Nature and Destiny of Man? Both are Caucasian men -- not that it matters -- and they have lovely discussions of religion and politics. You'll just eat them up!

And now a final piece of good news. Your show has clearly stirred renewed interest in liberation theology and in the work of our esteemed faculty. Our own media department works tirelessly to promote their many books and articles. Somewhat embarrassingly, I have to admit that in all these years, we have never achieved a video campaign comparable to the exposure achieved by your own video segment's showing. We were astounded to see so many people hearing about the work of our seminary. In recognition of this free publicity, we want to offer you a reduced housing rate on our campus if you enroll as a student.

Do write soon so that we can discuss the terms of your application, scholarship, and housing. And let us know when you receive the Bibles -- especially if we can further assist you in any way with your reading and study.

ISU Operational Commander decided to leave "anarchists" alone - and to arrest more than 1,000 peaceful protesters

A senior RCMP officer made a deliberate decision to allow a small number of individuals to commit acts of violence completely unmolested, and then used the actions of these few dozen individuals as an excuse for the mass arrest more than 1,000 of non-violent protesters, accredited journalists and random passers by.

In a real democracy, there would be an independent investigation.

This is perhaps the most revolting report coming from the police riot in Toronto.

Any public official who claims we don't need a public inquiry should be hounded from office.

The 57-year-old Thorold, Ontario resident – an employee with Revenue Canada and a part-time farmer who lost a leg above his knee following a farming accident 17 years ago – was sitting on the grass at Queen’s Park with his daughter Sarah and two other young people this June 26, during the G20 summit, where he assumed it would be safe.

As it turned out, it was a bad assumption because in came a line of armoured police, into an area the city had promised would be safe for peaceful demonstrations during the summit. They closed right in on John and his daughter and the two others and ordered them to move. Pruyn tried getting up and he fell, and it was all too slow for the police.

As Sarah began pleading with them to give her father a little time and space to get up because he is an amputee, they began kicking and hitting him. One of the police officers used his knee to press Pruyn’s head down so hard on the ground, said Pruyn in an interview this July 4 with Niagara At Large, that his head was still hurting a week later.

Accusing him of resisting arrest, they pulled his walking sticks away from him, tied his hands behind his back and ripped off his prosthetic leg. Then they told him to get up and hop, and when he said he couldn’t, they dragged him across the pavement, tearing skin off his elbows, with his hands still tied behind his back. His glasses were knocked off as they continued to accuse him of resisting arrest and of being a “spitter,” something he said he did not do. They took him to a warehouse and locked him in a steel-mesh cage where his nightmare continued for another 27 hours.

Pruyn told Niagara At Large that he never was given a reason for his arrest . When he was being kicked and hand-tied, police yelled at him that he was resisting arrest. Then a court officer approached him two hours before his release on Sunday evening, June 27, and told him he should not still be there in that steel -mesh cage. So why were Pruyn and his daughter Sarah, a University of Guelph student, who was locked up somewhere else, detained in a makeshift jails for more than 24 hours, along with many other mostly young people who, so far as he could hear and see, had nothing to do with the smashing of windows and torching of a few police cars by a few hundred so-called ‘Black Bloc’ hooligans that weekend?

Seriously. Thousands of armed and armoured police are powerless to intervene when fewer than 150 "anarchists" start vandalizing windows, harrassing passers-by and torching police cars, yet they have the cojones to beat the crap out of a 57-year old amputee?

I call that cowardice on a massive scale.

I had known the line was coming, but I still wasn't ready for it when it came.

As I read the Gospel lesson last week, the day after my father had died, I had to stop and regain my composure before telling the next line in the story.

[Jesus] said, "Follow me." But he said, "Lord, first let me go and bury my father." But Jesus said to him, "Let the dead bury their own dead; but as for you, go and proclaim the kingdom of God."

And I did. As best as I was able.

Tomorrow, I bury my father.

I have already committed him to the fire - an educational experience. My family connections to the funeral industry meant that I got a closer look than would have been the case for many, and my brother even pushed the button.

Tomorrow at 1:00, we will praise God, proclaim the resurrection and make our final goodbyes. For me, it is goodbye to a father who was completely absent for 20 years of my younger life, but my father nonetheless.

He was about 15 years a friend of Bill W. before our relationship was tentatively restored. Around the time of my ordination, he gave me a copy of Alcoholics Anonymous, thinking that, if nothing else, it would help me to minister to Bill's friends and pending friends.

The last 44 years of his life, whatever else they may have been, were better for the grace of a power greater than himself which restored him to sanity.

Glory to God,
whose power, working in us,
can do infinitely more
than we can ask or imagine.

Glory to God from generation to generation,
in the Church and in Christ Jesus,
for ever and ever. Amen.

A constitution in tatters

Any monarchist will tell you that HM the Queen is the final guarantor of our constitutional liberties in this, the geographically largest monarchy in the world. As HM continues her visit to Canada today, one is moved to think that, all by herself, she might probably have done a better job of security in Toronto last weekend.

Picture the steely old grandmother, with her hideous hat and oversized handbag, telling the "anarchists" to put down the rocks and behave themselves. Since a goodly number appear to have been police officers putting on a show, they'd have been bound to listen to her.

What is absolutely certain is that the Integrated Security Unit that was supposedly ensuring security in Toronto was simply not up to the task. They allowed violence to go unchecked over 24 blocks and 90 minutes, and then went about arresting peaceful protestors, journalists and startled passers by, seemingly at random. They arrested more than 900 people in a 24 hour period - more than twice the number rounded up in 1970 when the Left's favourite fascist, Pierre Trudeau, suspended our constitution because two guys had been kidnapped. (Note, at the point Trudeau declared martial law, Pierre Laporte was dead, but his body had not yet been discovered.) And Harper's constitutional crackdown was accomplished without ever declaring martial law.

The most charitable interpretation is that every single person in authority within the ISU was completely incompetent. That could explain why they left violent window-smashers alone while rounding up people who had followed instructions and returned to the designated free speech area.

Incompetence is the most charitable interpretation - but not the most credible.

No, there appears to be something far more malign and more disturbing going on.

* We have the iron-clad fact of the 90 minute free pass given to supposed violent protestors to smash windows and intimidate passers-by.

* We have the "abandoned" police car that sat, unharmed, among peaceful protestors for more than 30 minutes - until the police came to chase the peaceful protestors away and the "anarchists" arrived as if on cue to set it alight.

* We have the firetruck that was held back from putting out the fire.

We are asked to believe that 10,000 armed and armoured police could do nothing to impede fewer than 200 thugs? Just how stupid do Stephen Harper and Bill Blair think we are?

At best, a small number of protestors were allowed to engage in violence unmolested in order to justify a massive attack on civil liberties to follow. At worst (and, given the admitted use of agents provocateurs by police at Montebello in 2007, most likely) some significant number of the "anarchists" smashing windows were actually police officers perpetrating a massive fraud.

* Then we have police surrounding groups of non-violent protestors, ordering them to leave but giving them no way out - then arresting them for not doing the impossible.

* We have numerous allegations of cells full of young female detainees subjected to tastless jokes (read implicit threats) about gang rape.

* We have numerous allegations of female detainees strip searched by unsupervised male officers - complete with at least one allegation of a finger being inserted into the traumatized young woman's vagina. (Believe me, if it were MY daughter, I'd be making sure that Bill Blair and his thugs got to see what a real violent protest looked like.)

How bad was the police over-reach?

But if you really want to appreciate how badly the ISU screwed up, consider this. They screwed it up so badly that even the mainstream corporate media noticed and are covering the story. Canada's newspaper of record, the Globe and Mail, Canada's largest private broadcaster CTV (see in particular the video Journalists on the Arrests), the Ottawa Citizen, Canada's largest circulation newspaper the Toronto Star, TVO anchor Steve Paiken, Canadian Business for God's sake. These are not a gang of radicals and leftists. These are the elite of Canada's corporate media establishment.

When the abuse of state power is so egregious that even the corporate media are telling the story, you know it's bad.

Now, as the CCLA says, there were "instances of commendable and professional conduct" on the part of police. But is is appalling that "instances of commendable and professional conduct" are being noted as the exception.

The fact of the matter is that if even one tenth of these allegations are confirmed, heads need to roll. And if heads are to roll, they can start with Toronto police chief Bill Blair, who has already been caught out lying to the media more than once.

Oh, and lest anyone want to place all the political blame on the federal Conservatives, let us not forget that the McGuinty Liberals secretly passed regulations to give police extraordinary powers. Liberal commentators will pretend otherwise, but the Liberal Party of Canada has been at the heart of every attack on the constitutional rights of Canadian citizens, from the internment of Japanese-Canadians to Trudeau's martial law to the events of last weekend in Toronto.

Most police officers I've ever met want to make society safer. I rather suspect that even many of the officers arresting innocent people had been told (ie, lied to) by their superiors and believed that they were arresting dangerous radicals. Large crowds and tense situations can lead to a mob mentality. In this case, it is pretty clear that the mob on Saturday was not the protestors, but rather the police.

Senior police ad security officials have violated the oaths they have taken and disgraced the uniforms they wear. They have led their subordinates, knowingly or unknowingly, to act shamefully.

I am moved to consider September 11. No, not September 11, 2001, when the World Trade Centre fell, but September 11 1973, when corporate power overthrew the constitution of Chile.

The difference here is that the governments - federal and provincial - were the ones shredding the constitution.
